Job summary

Halff is seeking a Professional Civil Engineer (PE) to join the Land Development team as a Project Manager in Houston, TX or The Woodlands, TX. The role focuses on serving as district engineer for MUD districts, directing infrastructure and development projects across multiple sites.

The ideal candidate has 5–10 years of PM experience in land development and MUD district work, strong writing/communication skills, and proficiency with Civil 3D.

Qualifications

• Bachelor’s or master’s degree in civil engineering or ABET accredited equivalent.
• Professional Engineer (PE) License in the State of Texas.
• 5–10 years of experience leading or supporting land development/public works with emphasis on MUD districts.
• Excellent technical writing and communication skills.
• Proficient in project management, admin, and supervision with emphasis on quality and integrity.
• Technical experience with land development software such as Civil 3D.

Responsibilities

• Act as district engineer for one or more MUD districts.
• Prepare MUD bond documentation as needed to support infrastructure needs.
• Manage projects from planning through delivery with cross-functional teams.
• Assist in development and management of project scopes, budgets, and schedules.
• Support in preparation of proposals and RFQs.
• Ensure QA/QC aligns with Halff standards and client expectations.
• Monitor budgets, allocate resources, and optimize efficiency.
• Mentor engineers and staff, promoting collaboration and trust.
