The Monitoring and Evaluation Specialist / Team Lead will guide the CTR Metrics project for the DoS ACN/CTR, overseeing mixed-methods evaluations, indicator development, and evidence synthesis across CTR programs.

The role requires strong leadership, advanced analytical capabilities, and experience coordinating with senior policymakers and stakeholders.

Qualifications

  • Bachelor’s degree and at least six (6) years of relevant professional experience or Master’s degree and three (3) years of relevant professional experience.
  • At least three (3) years of professional M&E experience.
  • Experience designing and implementing mixed-methods evaluations, including qualitative and quantitative data collection and analysis.
  • Experience developing performance indicators, evaluation questions, data collection instruments, analytical frameworks, and data collection plans.
  • Demonstrated ability to synthesize complex quantitative and qualitative evidence into concise analytical products, findings, and recommendations for senior policymakers and program leadership.
  • Experience managing or contributing to M&E activities for large, complex, multi-country U.S. Government programs.
  • Demonstrated experience leading teams, managing complex workflows and competing priorities, and developing processes to improve team effectiveness and product quality.
  • Excellent written and oral communication skills, including technical writing and editing and experience with Department of State writing and briefing styles.

Responsibilities

  • Serve as the ACN Metrics Team Lead, providing overall project management, strategic direction, and team leadership; develop and implement work plans, manage project risks and priorities, and ensure achievement of project objectives and deliverables.
  • Serve as a primary point of contact for CTR counterparts and coordinate with staff to ensure project activities align with client priorities and emerging needs.
  • Lead portfolio-level monitoring, evaluation, and learning activities, synthesizing quantitative and qualitative evidence across CTR programs, projects, and geographic regions to assess performance, identify cross-cutting trends, and inform strategic decision-making.
  • Lead the design and implementation of mixed-methods research and evaluation approaches, including evaluation questions and methodologies, surveys, key informant interviews, qualitative coding, quantitative analysis, and triangulation of multiple data sources.
  • Develop and refine performance indicators, data collection instruments, evaluation frameworks, data verification approaches, and other performance measurement tools to assess program outputs, outcomes, and strategic objectives.
  • Conduct open-source research and analyze program data to identify emerging trends, lessons learned, programmatic needs, and opportunities for future programming.
  • Translate monitoring, evaluation, and research findings into actionable insights, recommendations, briefing materials, dashboards, and other decision-support products for Department of State leadership and technical and non-technical audiences.
  • Facilitate learning and evidence-use activities that translate evaluation findings and lessons learned into recommendations for program adaptation, strategic planning, and future programming.
  • Lead quality management of all products and deliverables on the CoAg; review relevant M&E processes, propose improvements and lead implementation of them.
  • Supervise, mentor, and provide technical guidance to project staff; manage project workflows and task assignments; and build team capacity in M&E methods, analytical approaches, and relevant tools.
  • Establish and oversee quality assurance and data validation processes to ensure the accuracy, methodological rigor, consistency, and overall quality of project data, analyses, and M&E products.
  • Ensure compliance with organizational policies, client regulations, and best practices.
  • Mentor team to support professional growth and technical understanding.
  • Other duties as assigned, including support with business development initiatives.
