Job summary

The Senior M&E Specialist will lead evaluations, assessments, and learning activities for the Department of State’s EAP/RASP, ensuring high-quality deliverables and policy-relevant findings.

The role requires experience designing MEL systems, strong analytical skills, and the ability to coordinate with posts, partners, and technical staff.

Qualifications

• Master’s degree or equivalent with 8+ years of experience; or bachelor’s with 10+ years.
• At least five years MEL experience.
• Active Secret clearance.

Responsibilities

• Lead design and implementation of evaluations, assessments, and research studies.
• Develop MEL plans, performance indicators, R sheets, results frameworks, and tracking tables.
• Design qualitative and quantitative methodologies, sampling approaches, data-collection instruments, and analytical plans.
• Analyze and synthesize evidence into actionable findings for EAP leadership.
• Provide technical review and quality assurance for MEL plans, evaluation designs, data-collection instruments, reports, and learning products.
• Ensure deliverables meet Department standards.
