Turning Point of Central California, Inc. is seeking a Monitor II to oversee FBOP residents at the Golden State Residential Reentry Center and on home confinement. You will perform security checks, document incidents, and ensure compliance with FBOP and RRC standards.

The position requires strong judgment, quick emergency response, and the ability to work with diverse individuals while maintaining confidentiality. On-site duties include GPS monitoring and collaboration with the program team.

Qualifications

• High school diploma or equivalent required.
• 1 year monitor experience with FBOP/CDCR or similar setting preferred.
• Ability to pass a pre-employment background check, drug screen, and TB test; protect PHI/PII.

Responsibilities

• Supervise FBOP adults in custody at the RRC and on home confinement.
• Perform security checks, incident documentation, and facility inspections.
• Conduct urine and alcohol testing per established procedures.
• Maintain sign-in/out logs for residents, staff, and visitors.
• Monitor GPS locations and coordinate with program staff as needed.

JOB SUMMARYThe Golden State Residential Reentry Center (RRC) is a federally funded community confinement program operated in partnership with the Federal Bureau of Prisons (FBOP) and Turning Point. The RRC provides structured, supportive services to individuals transitioning from incarceration back into the community. Through individualized reentry planning, the program promotes accountability, employment readiness, financial stability, substance abuse education, and community reintegration. The co-ed facility accommodates up to 40 adult residents in custody and supervises up to 20 individuals on Home Confinement through GPS monitoring.The Monitor II plays a vital role in ensuring the safety, accountability, and compliance of residents at the Golden State Residential Reentry Center (RRC). Reporting to the Program Director, this position is responsible for supervising residents both onsite and on home confinement, conducting security checks, documenting incidents, and performing substance testing and facility searches. The role demands strong observational skills, sound judgment, and the ability to respond swiftly in emergencies. Proficiency in documentation, adherence to federal standards, and collaboration with team members are essential to maintaining program integrity and supporting successful community reintegration.ESSENTIAL JOB RESPONSIBILITIESMonitor Federal Bureau of Prisons (FBOP) adults in custody residents located at the RRC and on home confinement.Collaborate with the Program Director and team to support resident accountability and successful reentry.Maintain professional boundaries and confidentiality in accordance with FBOP standards of employee conduct and Turning Point policies.Consistently monitor electronic equipment (GPS-device) locations and maintain telephone communications with residents on home confinement to ensure compliance with schedules, expectations, and guidelines as outlined in the RRC Statement of Work.Complete multiple security checks throughout shifts including walking the perimeter, monitoring the grounds, room checks, rounds, counts, and facility inspections and document on appropriate forms.Respond promptly to phone calls, visitors, and resident arrivals.Verify the identity of all residents, staff, and visitors prior to granting entry to the facility.Confirm that each visitor has a legitimate and authorized reason for entry, in accordance with RRC security protocols and FBOP standards.Ensure all residents, visitors, and non-authorized personnel sign in and out of the facility to maintain accountability and accurate records of facility access.Maintain detailed records and report all incidents and rule violations to uphold accountability and meet FBOP and RRC compliance requirements.Perform filing and other general office duties.Perform urine testing including specimen collection, processing, and proper documentation in accordance with RRC & FBOP Urinalysis Procedures.Conduct resident alcohol testing utilizing a properly calibrated Evidential Breath Measurement Device (EBMD) for alcohol testing.Conduct random facility and personal searches including resident vehicles, lockers, belongings, and pat-downs.Remain flexible and adaptable to changes in workload and assignments.Will think and act quickly and efficiently in emergencies.Will drive on Agency business.Physical presence at the program is required.ESSENTIAL JOB REQUIREMENTSHigh school diploma or equivalent.One (1) year monitor experience working with the Federal Bureau of Prisons (FBOP) or California Department of Corrections and Rehabilitation (CDCR), and/or similar justice-involved population in a community confinement or correctional facility is preferred.Adhere to HIPAA regulations and agency protocols for handling Protected Health Information (PHI) and Personally Identifiable Information (PII), ensuring confidentiality and data security.Ability to work effectively and professionally with staff and program participants.Ability to maintain professional boundaries and exercise sound judgement in high-pressure or emotionally charged situations.Ability to work with individuals and staff members of diverse cultural backgrounds.Type accurately at speeds necessary for successful job performance.Ability to handle multiple priorities in an organized and efficient manner.Understand and follow oral and written instructions.Perform work effectively despite frequent interruptions and pressure of multiple deadlines.Ability to use tact, patience, and courtesy when working with others.Demonstrate proficiency in documenting and reporting resident incidents, rule violations, communications, behaviors, and facility events in accordance with FBOP and RRC standards, including the generation of timely incident reports.Operate modern office equipment, including computer equipment and specialized software applications and programs.CPR and emergency first aid certification is preferred.Basic, computer skills in Office 365, Teams, Zoom and other communication/meeting platforms.Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws.
