Job summary

KMS Solutions, LLC is seeking a Modernization Support Program Analyst at the Washington Navy Yard, DC. The role focuses on supporting modernization efforts for Non-Propulsion Electronic Systems aboard submarines, coordinating reviews, and ensuring documentation aligns with NAVSEA requirements.

Qualifications

  • Bachelor’s degree in a technical discipline or 7+ years of relevant experience.
  • Experience with Submarine Non-Propulsion Electronic Systems or Hull, Mechanical, Electrical Systems is highly desired.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, Teams).
  • Strong analytical and problem-solving skills; excellent client interface and communication abilities.

Responsibilities

  • Provide Engineering and Technical support services for oversight, analysis, evaluation, maintenance and review of submarine modernization management and planning documentation.
  • Coordinate the review, comment adjudication and approval of JCFs, SARs, ECI, A&Is, SIDs, LARs, and GFI documentation with TYCOMs, Planning Yards, SUPSHIPs, NAVSEA codes and field activities.
  • Maintain modernization documentation including JCFs, SARs, ECI, A&Is, SIDs, LARs, and GFI requests in appropriate data information systems.
  • Provide In-Service Program Manager weekly metrics and status of all Modernization documentation with NAVSEA for review and approval; issue documentation for NAVSEA review as directed; coordinate comment resolution between reviews.
  • Support program meetings, document minutes and action items for Program Engineers, manage files, track and close out items from meetings and PMS392P6.
  • Prepare coordinated reports, presentations and briefings in support of program actions.
  • Assist PMS392P6 with resolving technical issues and completing special assignments.

Position Summary

This position directly supports the programmatic and engineering efforts needed to support the Modernization of Non-Propulsion Electronic Systems and related equipment onboard submarines. They would have direct involvement in the review, approval and installation planning of modernization of NPES systems that directly affect the readiness and operability of the submarine fleet. They would become subject matter expert on Non-Propulsion Electronic Systems, required modernization documentation and would be able to provide insight that will influence key programmatic decisions.

  • Coordinate the review, comment adjudication and approval of Justification Cost Form (JCFs), Ship Alteration Record (SARs), Engineering Change Instruction (ECI), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) documentation with the TYCOMs, Planning Yards, SUPSHIPs, NAVSEA technical codes and field activities.
  • Maintain modernization documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Engineering Change Instruction (ECI), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) requests in the appropriate data information systems.

At the direction PM, issue all Modernization documentation for initial NAVSEA technical review and comment. Coordinate the review and assist with resolution of comments between reviews of all Modernization documentation sponsors thru approval.
  • Support program meetings, document meeting minutes and action items for Program Engineers, maintain and manage Program files, track, manage, and close out action items from meetings and those assigned by PMS392P6.
  • Prepare coordinated reports, presentations and briefings in support of program actions.
  • Assist PMS392P6, the In-Service Submarine Platform Managers with resolving technical issues, and completing special assignments as assigned.
Required Education and Experience
  • Bachelor’s degree in a technical discipline is required or 7 years or more of relevant experience.
  • Experience with Submarine Non-Propulsion Electronic Systems or Hull, Mechanical, Electrical Systems is highly desired.
Preferred Education and Experience
  • Experience with Configuration Management processes.
  • Proficiency in Microsoft Office, specifically, Word, Excel, PowerPoint, Outlook, and Teams.

Position Type/Expected Hours of Work

The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. Attendance at mandatory meetings is required. Must be available during the core work hours of 7:30 AM-3:30PM as determined by the contract/location and must account for the required number of hours in a pay period to maintain Full-time status.

  • Situational Telework is allowed for this position. However, that may change based on customer requirements
Travel
  • Ability to travel CONUS; potential to travel OCONUS.
  • Travel up to 10% may be required.
