Job description

POSITION SUMMARY:

Under the supervision of the Assistant Commissioner for Transportation Planning in the Cambridge Department of Transportation, the Mobility Strategy Manager will be responsible for a variety of tasks related to long-range planning, conducting studies, and setting implementation priorities.

The Mobility Strategy Manager will oversee the Department of Transportation’s mobility strategy, working towards the goals of 1) removing climate pollution from transportation and 2) creating a more accessible, equitable, affordable, safe, and enjoyable transportation system for everyone in Cambridge.

This highly collaborative position focuses on developing new multi-modal transportation strategies, implementation of the Zero Emission Transportation Plan and other relevant plans, management of consultant contracts, management of policy and program development, and completion of a variety of studies and planning processes.

ESSENTIAL JOB FUNCTIONS AND DUTIES:

Leads collaborations within the Department of Transportation and other City Departments to complete a variety of planning and implementation projects, including but not limited to:

Cambridge Access and Mobility Plan

  • Create a citywide transportation plan for traveling to, from, and within Cambridge by walking, biking, taking transit, riding micromobility, and driving; work will include extensive internal collaboration and community engagement to produce a circulation plan and proposed 5-year workplan for the DOT with the aid of consultants where needed
  • Publicly and clearly communicate proposed next steps for mobility in Cambridge
  • Lead the implementation of the Zero Emission Transportation Plan; including collaborating on materials, presentations, community outreach and engagement; evaluation and reports
  • Serve as project manager to complete other studies.
  • Help develop new processes and standards for transportation portion of development review

Ongoing Duties:

  • The program manager has primary responsibility for new mobility planning, including micromobility (e-bikes, e-scooters, e-skateboards, etc.), ride-hailing, autonomous vehicles, carshare, delivery, electrification, and mobility as a service.
  • Advance the practice of equitable and inclusive engagement in the Department of Transportation.
  • Facilitate deeper and lasting City-community relationships.
  • Create and strengthen regional collaboration.
  • Manage advisory groups, grant partners, and multi-year project budgets.
  • Staff mobility components of inter-departmental planning studies.
  • Generate policies, and develop and manage new programs related to micromobility, ride-hailing, automated vehicles, carshare, delivery, electrification, and mobility as a service, to contribute to cutting-edge transportation solutions.
  • Coordinate overall evaluation of projects and programs, where needed, to help inform the most effective strategies for safe and sustainable travel in the city.
  • Assist in strategic planning for Transportation Planning Division to develop capital and operating budgets, and track progress on performance metrics.
  • Present planning concepts and data in plain language to community members, City Council, Planning Board, reporters, and conference attendees.
  • Perform related duties as required.
QUALIFICATIONS:


Education/Experience

  • Bachelor's degree with seven (7) years of related experience, or equivalent combination of education, training, and experience. A master's degree in transportation planning, civil engineering, or a related field may be substituted for 2 years of experience.
  • Experience supervising staff and/or volunteers.
  • An equivalent combination of education, training, and experience may be considered.

Knowledge, Skills, and Abilities:

  • Excellent project management skills, including managing consultant contracts.
  • Exceptional organizational skills, analytical skills, and attention to detail.
  • Ability to take initiative, solve problems, and carry out complex projects from concept to implementation.
  • Excellent listening, written, and oral communication skills.
  • Experience in sustainable transportation planning and knowledge of micromobility.
  • Familiarity with riding a bicycle, taking transit, and walking in an urban setting.
  • Equitable and inclusive community engagement experience, including working with municipal partners and community organizations.
  • Strong interpersonal skills to navigate competing stakeholder interests and build collaborative relationships across and outside of the City of Cambridge.
  • Deep sense of curiosity and learning-orientation.
  • Experience working in a municipality and understanding planning issues relevant to Cambridge, including mobility, social and environmental justice, and climate change.
  • Experience working with Census data, Big Data, and other transportation data sources, including creating clear and compelling visual representations of data.
  • Comfort working with computers and essential software, including general office applications (Microsoft Office suite).
  • Experience with Adobe suite a plus, but ability to learn new applications as needed also acceptable.

SUPERVISION RECEIVED:

  • Works under the general direction of the Assistant Commissioner for Transportation Planning.

SUPERVISION EXERCISED:

  • May supervise assigned professional, technical, and administrative staff, as well as interns.

WORK ENVIRONMENT:

  • Standard office environment with fluorescent/LED lighting, computers, and air conditioning. Moderate noise level with a shared workstation. Work involved is primarily indoors in an office setting.

PHYSICAL DEMANDS:

  • Requires the ability to access, enter, and retrieve information using a computer, answer phone calls, attend meetings, and perform standard office functions.
