Job summary

Gfoat seeks a Mobility Initiatives Manager to lead multimodal transportation programs, including active transportation, transit, and related special projects. You will plan, develop, coordinate, implement, and evaluate policies, capital projects, and initiatives to enhance mobility throughout the community.

The role requires guiding the Active Transportation Plan, managing grants, and serving as a liaison to BPAC, with collaboration across City departments and regional partners.

Qualifications

  • Minimum of five (5) years of progressively responsible transportation planning experience.
  • Experience in bicycle and pedestrian planning and Complete Streets initiatives is highly desirable.
  • Experience administering grants, consultant contracts, public engagement programs, and interagency coordination is preferred.
  • Knowledge of Complete Streets, Vision Zero, multimodal transportation systems, and transportation safety.

Job description

JOB SUMMARY:

Under direction of the Director of Transportation and Mobility or designee, function as the manager of Mobility initiatives, including active transportation, transit, and related special projects. Leads the planning, development, coordination, implementation, and evaluation of programs, policies, capital projects, and initiatives that enhance multimodal transportation throughout the community.

ESSENTIAL JOB FUNCTIONS:
  • Provide leadership and direction in the development of short and long-rang department plans; gather, interpret, analyze, and prepare data for studies, reports, and recommendations; coordinate departmental projects and activities with other departments and outside agencies.
  • Responsible for managing development and implementation of the Active Transportation Plan, including prioritization of projects and initiatives, monitoring performance measures, coordinating implementation across departments, and recommending plan updates.
  • Serve as staff liaison to the City’s Bicycle and Pedestrian Advisory Committee (BPAC), including communication with committee members and preparation of meeting agendas, minutes, and presentation materials.
  • Prepare reports, presentations, policy recommendations, and briefing materials for City Council, City management, advisory boards, community organizations, and regional partners.
  • Administer the City’s Complete Streets Policy by coordinating implementation across departments and reviewing transportation projects for policy adherence and consistency.
  • Assist in the development, implementation, and ongoing evaluation of the City’s Safety Action Plan, including coordinating safety initiatives, tracking implementation progress, supporting grant opportunities, and collaborating with internal departments and regional partners.
  • Manage the planning, development, design coordination, and implementation of bicycle and pedestrian infrastructure projects, including on-street bicycle facilities, shared-use paths, sidewalks, pedestrian crossings, accessibility improvements, and other multimodal transportation enhancements.
  • Manage the development, administration, and implementation of mobility-related grants, including identifying funding opportunities, preparing grant applications, overseeing grant compliance, and managing grant-funded projects.
  • Lead bicycle and pedestrian education, encouragement, outreach, promotional programs, campaigns, and events to promote safety.
  • Coordinate with DART on transit planning, service enhancements, first- and last-mile connectivity, passenger amenities, and other transit initiatives.
  • Administer and oversee the Safe Routes to School Program, including planning, education, encouragement, community partnerships, and grant opportunities.
  • Gather, analyze, interpret, and present transportation, mobility, and safety data to support stakeholder requests, planning efforts, policy recommendations, and transportation infrastructure decisions.
  • Coordinate consultant contracts and professional services related to planning studies, engineering design, construction support, public engagement, and special transportation projects.
  • Develop graphics and utilize GIS software, computer databases, spreadsheets, and other transportation-related technology to support planning, project management, and reporting.
  • Investigate citizen requests and other internal and external transportation and mobility related requests and implement remedies for those requests.
  • Communicate courteously and effectively, verbally and in writing, with other employees, citizens, contractors, and officials. Coordinate and negotiate effectively with others. Work as an effective team member.
OTHER JOB FUNCTIONS:

Supervise and evaluate subordinate employees when appropriate or as directed. Perform other duties as assigned.

REQUIRED EDUCATION, DEGREES, CERTIFICATES AND/OR LICENSES:
  • Bachelor\'s degree from an accredited college or university in Urban Planning, Transportation Planning, Civil Engineering, Public Administration, Geography, Landscape Architecture, or a closely related field.
  • Master\'s degree in Planning, Transportation Planning, Public Administration, Engineering, or a related field is desirable.
  • Certification through the American Institute of Certified Planners (AICP), Professional Engineer (PE), or other relevant professional credential is preferred but not required.
  • Valid Texas Class C Driver License required.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS:
  • Minimum of five (5) years of progressively responsible experience in transportation planning, mobility planning, traffic engineering, active transportation, capital project management, transportation program administration, or a closely related field.
  • Experience managing bicycle and pedestrian planning, design coordination, capital improvement projects, Complete Streets initiatives, active transportation programs, or multimodal transportation systems is highly desirable.
  • Experience administering grants, consultant contracts, public engagement programs, capital projects, and interagency coordination is preferred.
  • Knowledge of transportation planning principles, Complete Streets, Vision Zero, bicycle and pedestrian facility design, multimodal transportation systems, traffic operations, transportation safety, and applicable federal, state, and local transportation regulations.
  • Knowledge of project management principles, consultant management, budgeting, grant administration, and public sector procurement.
  • Ability to analyze complex transportation issues, develop practical recommendations, and manage multiple projects simultaneously.
EXPERIENCE, TRAINING, KNOWLEDGE, AND SKILLS, CONT’D:
  • Ability to communicate complex technical information clearly to elected officials, staff, advisory boards, and the public.
  • Proficiency with Microsoft Office applications and experience using GIS, transportation analysis software, project management software, databases, and presentation tools. Experience with AutoCAD or engineering design software is beneficial but not required.
  • Ability to work independently while fostering collaboration across departments and organizations. Demonstrated leadership, organizational, interpersonal, and problem-solving skills are required.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Sit, stand and/or walk for long periods of time inspecting projects. Carry, drag, hold, lift, pull or push up to fifty pounds of equipment. See and hear well enough to work safely in traffic and construction situations. Work indoors and outdoors in adverse conditions, such as extreme cold and heat, heights and temperature swings and noise. Drive to job site locations around the City. Some extended hours are required.
