Join the Sustainable Transportation and Communities Division’s Climate Investments Benefits Section to ensure California Climate Investments and other State funding programs reduce greenhouse gas emissions and provide benefits to disadvantaged and low-income communities.

The section is seeking an Air Resources Engineer with strong technical and project management skills to be part of the team providing guidance and technical expertise to CARB’s Low Carbon Transportation Incentives Program and California Energy Commission’s Clean Transportation Program. This includes incentive programs for zero-emission and near-zero-emission medium-duty and heavy-duty vehicles and off-road equipment, and the charging and refueling infrastructure needed to support these technologies. The Air Resources Engineer will also carry out duties regarding the oversight and administration of California Climate Investments.

Your primary responsibilities will be serving as a liaison to State agencies administering California Climate Investments programs deploying zero-emission or near-zero mobile source technologies and, supporting infrastructure, as well as leading the development of their quantification methods. In this role, you will be responsible for developing constructive relationships with program managers and staff within CARB and at other State agencies; collaborating with technical experts and research institutions on the development of novel methods to quantify emission reductions, as well as other environmental, public health, and economic benefits of investments; maintaining the California Climate Investments emission factor database; creating assessments for determining disadvantaged and low-income community benefits; and establishing requirements for reporting and transparency.

You will be expected to carry out assignments related to the activities described above with a positive and professional attitude, a high degree of initiative, attention to detail, and originality. You will also be expected to communicate clearly and concisely through technical reports, memos, letters, summaries, and oral presentations for CARB management and the public. Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

Beginning July 1st, 2025, per Executive Order N-22-25, CARB employees will be required to report into office four days a week.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the positions designated headquarters location at their own expense, as indicated on their duty statement.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

We are looking for a self-motivated individual with a creative and agile mind and strong technical engineering skills to support the development of quantification methods and emission factors. Candidates must have a scientific background, education, or experience in one or more of the following areas: emission profiles; state or local emission inventories; mobile sources; data analysis and manipulation; quantification of greenhouse gas, criteria pollutants, or toxic air contaminant emissions from mobile source projects; and environmental, public health and economic cost-benefit analyses. The ability to effectively present highly technical and scientific data and concepts verbally and in writing is critical.

The most qualified candidates will demonstrate the ability to work collaboratively in the development of methods to quantify and evaluate the environmental and economic benefits from investments; guidance to prioritize funding to disadvantaged and low-income communities; and requirements for tracking and reporting on investments. Candidates must also be able to review methodologies, guidance, and other products generated from the section and other sections within the branch for quality of writing, format, technical depth and accuracy, and consistency and conformance with existing section and branch products.

The candidate must have exceptional written and verbal communication skills and a demonstrated ability to develop and maintain positive working relationships with colleagues throughout CARB and at all levels of management, and with other State agencies and a wide variety of external stakeholders.

The selected candidate must also be able to demonstrate sound judgment; plan and carry out high-visibility projects; write effectively using direct, concise, and non-technical language; think strategically and speak articulately; be confident dealing with all levels of management and stakeholders; be comfortable with a flexible and collaborative management structure; be able to adapt to changing priorities; and work in an organized, thorough, and accurate manner with attention to detail.

Knowledge of, or experience with, the following specialized areas is also desirable: medium- and heavy-duty mobile sources and/or off-road engines and powertrains; mobile source policy and deployment; zero-emission vehicle charging infrastructure; hydrogen refueling; quantification and mitigation of greenhouse gas, criteria and toxic air pollutants from mobile sources; advanced Excel and database management experience (e.g., formulas, data queries, pivot tables, VBA); knowledge of statistical computing program languages (e.g., R or Python); contract and project management; and the California budget and legislative processes.
