Job summary

El Programa Hispano Católico (EPHC) seeks a Mobile Permanent Supportive Housing Specialist to assist culturally diverse clients experiencing homelessness in moving to permanent housing. You will work with partners to provide wraparound services, case management, and trauma-informed supports.

The role requires bilingual (Spanish/English) ability, QMHP certification or plan to obtain, and a commitment to equity and community well-being.

Qualifications

  • Ability to lift 40 pounds and drive as needed.

Responsibilities

  • Provide housing placement and retention support for clients referred through the adult system.
  • Develop individualized housing plans and identify supportive services to promote housing stability.
  • Assist with completing housing applications and required paperwork.
  • Build and maintain collaborative relationships with resident services staff, property managers, and management companies.
  • Provide ongoing support including rent payments and connections to services.
  • Maintain accurate and up-to-date documentation of all participant interactions.
  • Attend weekly case meetings to review progress and coordinate services.
  • Participate in trainings and adhere to policies.
  • Collaborate with partner organizations to ensure program success.
  • Maintain punctual, regular attendance and perform other duties as assigned.

About The Role:

Mobile Permanent Supportive Housing Specialist (MPSH) – This role supports communities that that have experienced chronic homelessness in transitioning to permanent supportive housing. This role works collaboratively with members of other organizations also providing supportive housing services: EPHC (El Programa Hispano Catolico), NARA (Native American Rehabilitation Association), Coalition of Community Health Clinics, Mental Health Association of Oregon, and JOIN to provide housing retention services.

Using the evidence-based Permanent Supportive Housing model and JOIN’s Housing First approach, the MPSH program offers equity-informed, participant-driven, trauma-informed, and relationship-based services. With wraparound support—including case management, mental health services, and peer support—we aim to build trust, promote strengths, and ensure successful tenancy for our participants. The collaborative provides trauma-informed tools for an individual’s professional success in this role. Those in this role have access to professional counseling through coalition, training funds, and it is aimed for those who plan to obtain a mental health professional certification (QMHP).

Principle Duties & Responsibilities:
  • Provide housing placement and retention support services to people referred through the adult system coordinated access case conferencing process.
  • Work with individuals to develop individualized housing plans and identify supportive services to promote housing stability.
  • Assist individuals with completing housing applications and other required paperwork.
  • Build and maintain collaborative relationships with resident services staff, property managers, and management companies.
  • Provide ongoing support to individuals, including assisting with rent payments and connecting them with necessary services.
  • Maintain accurate and up-to-date documentation of all participant interactions and services provided.
  • Attend weekly case meetings to review case files, discuss progress and challenges, and coordinate services with other team members.
  • Attend and participate in training, meetings, and other professional development opportunities as required to maintain current knowledge and skills related to housing and homelessness issues.
  • Adherence to El Programa Hispano Católico policies and procedures.
  • Work in collaboration with all the other organization part of this collaborative to ensure the success of this contract and all individuals participating in these services.
  • Maintains punctual, regular, and reliable attendance.
  • Perform other duties as assigned.
Qualifications & Requirements:
  • Must be bilingual (Spanish/English) and bi-culturally competent.
  • Excellent communication skills, both verbal and in writing, in Spanish and English.
  • Bachelor’s degree in social/human services or mental health field required.
  • QMHP certified or willing to obtain the certification with the support of EPHC.
  • Experience and knowledge working with a broad range of issues affecting homeless Latinx/ Hispanic and other BIPOC communities (Black, Indigenous, or People of Color).
  • Intermediate proficiency in all programs of Microsoft Office; experience with data entry.
  • Demonstrate judgment and discretion in dealing with confidential matters.
  • Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.
  • Willingness to learn new skills and take on new responsibilities.
  • Strong analytical and strategic problem-solving skills.
  • Ability to work well in a team setting, as well as independently; be flexible and adapt well to different dynamics in a fast-paced work environment.
  • Ability to support organizational and program-specific mission and goals.
  • Ability to lift 40 pounds.
  • Access to a reliable motor vehicle. Must have a driver’s license, ability to obtain automobile insurance at levels required by the agency (100/300/100).
  • Satisfactory results from civil, criminal, and motor vehicle background checks are required.

Compensation: $25.00-$27.00 per hour. Compensation is commensurate with skills and experience.

Location & Typical Working Conditions: Some of the work performed by this position can be accomplished in a hybrid/remote work environment, though frequent in-person meetings will be required. There are times when work requires in-person, onsite activities. On-site work is located at EPHC’s office in Gresham, OR, Join PDX in Portland, OR, and meeting participants in the community. Job duties may require occasional travel, and evening and weekend work depending on project deadlines.
