SUMMARY

The Mobile Optometry Program Manager is responsible for the overall development, implementation, operation, growth, and performance of the organization's Mobile Optometry Program. This position provides operational leadership for mobile and portable optometry services delivered at schools, community locations, clinic sites, and other approved locations. The Program Manager oversees all aspects of the program, including staffing, scheduling, site coordination, school and community partnerships, mobile unit operations, patient access, workflow development, vendor coordination, equipment readiness, performance monitoring, and continuous improvement. The Program Manager serves as the primary operational liaison between the Mobile Optometry Program, organizational leadership, clinical leadership, optometry providers, school partners, community partners, vendors, and internal departments. This position directly supervises Mobile Optometry Program staff and is responsible for ensuring the program operates safely, efficiently, consistently, and in accordance with organizational policies and applicable regulatory requirements.

ESSENTIAL DUTIES

Program Operations and Leadership

  • Provide day-to-day leadership and overall operational management of the Mobile Optometry Program.
  • Develop, implement, and maintain standardized workflows for mobile and portable optometry services.
  • Coordinate program operations across multiple schools, clinic locations, community sites, and other service locations.
  • Develop annual, monthly, and weekly service schedules based on patient demand, school calendars, provider availability, staffing, and organizational priorities.
  • Ensure appropriate staffing, equipment, supplies, technology, transportation, and operational support are available for each scheduled service day.
  • Identify operational barriers and implement solutions to improve access, efficiency, patient experience, and productivity.
  • Develop contingency plans for staffing shortages, vehicle issues, equipment failures, technology interruptions, school closures, or other disruptions.
  • Support expansion of the program to additional locations as organizational needs and opportunities develop.

Staff Management

  • Directly supervise Mobile Optometry Program Coordinators, Optometry Assistants, and other assigned program staff.
  • Participate in recruitment, interviewing, hiring, onboarding, training, and ongoing development of program staff.
  • Establish staff assignments and daily responsibilities for each mobile or portable service location.
  • Monitor staff performance, attendance, productivity, professionalism, and adherence to established workflows.
  • Conduct coaching, performance evaluations, and corrective action in collaboration with Human Resources and leadership as appropriate.
  • Cross-train staff to support program continuity and operational flexibility.

School and Community Partnerships

  • Serve as the primary organizational point of contact for LAUSD, individual schools, school administrators, nurses, health personnel, and other participating community partners.
  • Coordinate service dates, locations, expected patient volumes, operating requirements, access to facilities, parking, electricity, internet connectivity, student release processes, and other logistical needs.
  • Establish clear communication processes between the program and participating schools.
  • Address concerns or operational issues raised by school administrators, parents, organizational leadership, or community partners.
  • Participate in planning meetings and partnership discussions regarding program development and expansion.

Clinical and Provider Coordination

  • Serve as the primary operational liaison between the Mobile Optometry Program and organizational clinical leadership and provider teams.
  • Coordinate with telehealth optometry providers and DigitalOptometrics to ensure provider coverage and operational readiness.
  • Ensure appropriate processes exist for referrals, follow-up care, abnormal findings, prescriptions, eyeglass services, and communication of next steps to patients and families.
  • Work with clinical leadership to ensure staff understand their respective roles and that clinical services are performed within established scopes of practice.
  • Escalate clinical workflow or patient safety concerns to the appropriate licensed provider or clinical leader.

Patient Access and Scheduling

  • Oversee patient identification, outreach, registration, eligibility verification, scheduling, reminders, and follow-up processes.
  • Monitor appointment availability and patient throughput to maximize utilization of program capacity.
  • Develop strategies to minimize no-shows, incomplete registrations, insurance discrepancies, and unused appointment slots.
  • Coordinate with Patient Access, referrals, health plans, and other departments as necessary to support patient access.

Performance and Financial Management

  • Assist leadership with program budgets, staffing projections, equipment purchases, and future expansion planning.

Equipment, Vehicle, and Technology Oversight

  • Ensure mobile optometry equipment is properly maintained, secured, inventoried, transported, and available for scheduled services.
  • Coordinate preventive maintenance, repairs, software updates, and technical support with DigitalOptometrics and other vendors.
  • Oversee mobile unit readiness, maintenance schedules, registration, insurance, cleanliness, fuel/charging, and safety requirements.
  • Ensure staff complete required vehicle inspections and equipment checklists.
  • Establish processes for securing equipment and protecting patient information while services are being delivered remotely.

Quality, Compliance, and Safety

  • Ensure operations follow organizational policies, HIPAA requirements, telehealth workflows, infection prevention practices, vehicle safety requirements, and applicable optometry regulations.
  • Ensure required patient consents and telehealth documentation are incorporated into program workflows.
  • Participate in quality improvement and patient safety activities related to mobile optometry.
  • Investigate operational incidents, patient complaints, missed follow-up, equipment problems, and service interruptions.
  • Maintain required program records and assist with audits, regulatory reviews, and reporting requirements.
  • Coordinate with Compliance and clinical leadership regarding applicable Mobile Optometric Office requirements.
SUPERVISORY RESPONSIBILITY

Direct supervision of Mobile Optometry Program Coordinators, Optometry Assistants, and other assigned program staff.

POSITIONREQUIREMENTS

Successful completion of post-offer physical examination, drug screening, and criminal background check. Compliance with recommended healthcare personnel vaccination and preventative testing requirements, including Hepatitis B, Influenza, MMR, TDAP, and TB

EDUCATION, TRAINING AND EXPERIENCE

  • Bachelor's degree in healthcare administration, public health, business administration, health services, or related field preferred. Relevant experience may be considered in lieu of degree.
  • Three or more years of healthcare operations, ambulatory care, community health, mobile health, optometry, school health, or similar program management experience preferred.
  • Previous supervisory or management experience strongly preferred.
  • Strong organizational, communication, problem-solving, and project management skills.
  • Ability to manage multiple sites, schedules, employees, and priorities simultaneously.
  • Proficiency with electronic health records, scheduling systems, Microsoft Office, and reporting tools.
  • Experience coordinating services across multiple locations or community partners preferred.
  • Experience working with schools, community-based organizations, FQHCs, or underserved populations preferred.
  • Valid California driver's license and ability to travel between service locations as required.

PHYSICAL ACTIVITY

While performing this work, the incumbent:

  • Will spend substantial time standing, sitting, speaking and listening
  • Must regularly lift and/or move up to 10 pounds, and occasionally lift and/or move up to 25 pounds
  • Is expected to travel via vehicle throughout the community on a frequent basis

Position requires frequent travel between clinic, school, and community locations and regular operation of the mobile optometry vehicle.
