Job summary

The Alameda County Library is seeking a Mobile Library Driver-Clerk to operate a Mobile Library and provide friendly public service across Alameda County. Under supervision, you will load/unload materials, drive a large vehicle, and perform clerical tasks related to circulation and outreach services.

Qualifications include a California Class B driver's license with air brake certification, a clean driving record, and the ability to lift up to 75 pounds.

Job description

THE AGENCY

The Alameda County Library provides library services from ten libraries in the cities of Albany, Dublin, Fremont, Newark, and Union City and the unincorporated communities of Castro Valley and San Lorenzo. The Alameda County Library also provides additional services through Mobile and Outreach Services, Education and Literacy Services, and Social Justice Services. The County Library was established in 1910 and is governed by the Alameda County Board of Supervisors. The Alameda County Library Advisory Commission advises County Librarian, Cynthia Chadwick, and the Board of Supervisors on library services. The County Library is funded primarily by local property taxes, with additional revenue from State grants and contracts with cities for additional open hours and services. The Board of Supervisors allocates a portion of utility users and business license tax which is collected only in the unincorporated areas of the County to the Library for service to the unincorporated areas. The Alameda County Library Foundation and active Friends of the Library or Library League groups in each community support library programs and services. THE POSITION

Under supervision, drives a Mobile Library, performs library clerical duties, and customer service. Also performs related work as required. The classification of the Mobile Library Driver-Clerks load and unload library materials, drive Mobile Libraries to locations throughout Alameda County (County), and work directly with the public. Mobile Library Driver-Clerks are distinguished from Library Driver-Clerk in that Mobile Library Driver-Clerks drive a Mobile Library requiring a Class B license and work directly with the public.

MINIMUM QUALIFICATIONS

EITHER I

Experience: The equivalent of six (6) months’ full-time experience as a Library Page, or higher-level classification, in the County of Alameda classified service, and the equivalent of six (6) months’ full-time experience driving a vehicle of at least 18,000-pound gross vehicle weight (G.V.W.) capacity.

OR II

Experience: The equivalent of six (6) months’ full-time clerical experience that included customer service and the equivalent of six (6) months’ full-time experience driving a vehicle of at least 18,000-pound gross vehicle weight (G.V.W.) capacity.

License: Possession of a valid California Motor Vehicle Class B Driver’s license with air brake certification. Applicants must submit evidence from the DMV showing the current status of their license at the time of application and must have a clean driving record for the past eighteen (18) months.

Special Requirement: Federal law and County policy requires that positions in the classification of Mobile Library Driver-Clerk are subject to post-offer/pre-placement/pre-duty, reasonable suspicion, post-accident, random, return-to-duty, and follow-up drug and alcohol testing.

Lift and move heavy packages, books, and library materials up to 75 pounds.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

Knowledge of:

  • Geography of Alameda County.
  • Numerical and alphabetical filing systems.
  • Proper lifting technique.

Ability to:

  • Drive a large vehicle of at least 18,000-pound G.V.W. capacity safely and skillfully.
  • Communicate effectively with the public, both in person, online, in writing, and on the phone.
  • Learn library procedures, including check out of materials, registration of members, processing of materials and supplies, and maintenance of library equipment.
  • Process and handle library materials.
  • Sort and shelve library materials accurately.
  • Follow written and oral instructions.
  • Type accurately.
  • Perform clerical work of average difficulty that is not usually reviewed for technical details.
  • Troubleshoot and perform routine equipment maintenance.
  • Problem solves.
  • Exercise interpersonal sensitivity while working effectively with individuals of diverse backgrounds.
  • Coordinate Mobile Library repair services.
  • Use GPS apps.
EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

A review of applicants' application and supplemental questionnaire to verify possession of minimum requirements. Applications will be evaluated for relevant education, experience, and training. The application must be detailed and complete in order to be evaluated properly. Those candidates who possess the minimum qualifications and license requirements for the classification will move on to the next step in the examination process.

A pre-recorded virtual oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
