Job summary

Cortek, Inc. seeks a Senior Program Analyst to support a range of programmatic functions, including administration of NADR funds for IAEA within the U.S. Department of State, onsite in Washington, DC.

Responsibilities include coordinating data calls, supporting IAEA-related activities, and preparing congressional briefings while engaging with interagency partners and safeguarding information with appropriate clearances.

Qualifications

  • Active Secret Clearance is required; TS Clearance with SCI eligibility preferred.
  • Bachelor's degree and 4+ years of experience in nonproliferation or international security or related field.
  • Prior USG government experience is desirable.
  • Knowledge of interagency coordination processes and foreign assistance administration desirable.

Job description

Senior-Program Analyst

This is an onsite position with possibility of situational telework.

Cortek is seeking a Senior Program Analyst to support a range of programmatic support functions to include assisting with the administration of foreign assistance funds for the Office of Multilateral Nuclear and Security Affairs within the U.S. Department of State onsite in Washington, DC.

Duties
  • Serve as backup coordinator for MNSA's foreign assistance budget to the IAEA funded through the Nonproliferation, Anti-Terrorism, Demining, and Related Programs (NADR), including coordination of annual International Atomic Energy Agency (IAEA) voluntary contribution.
  • Collate and respond to all IAEA foreign assistance (NADR) related data calls from F, CGFS, T-EX, and OMB
  • Attend ACN foreign assistance coordination meetings.
  • Monitor IAEA foreign assistance (NADR) unliquidated obligations.
  • Receive training on and keep abreast of federal acquisition regulations and emerging policy guidance in procurement.
  • Support MNSA reviews of IAEA host government agreements, fellowship/scientific visit requests, and other IAEA requests as assigned.
  • Monitor implementation of IAA efforts in support of IAEA activities, support Program Review Meetings.
  • Provide MNSA reviews of biweekly IAEA nominations reports and answer questions.
  • Support implementation of IAEA training programs in the United States, including outreach to hosts and coordination and planning for interagency meetings.
  • Support appropriate interagency information sharing on IAEA plans and activities as directed.
  • Prepare congressional briefings and responses to congressional inquiries related to MNSA's NADR funding to the IAEA and other related inquiries involving Peaceful Uses of Nuclear Energy (PUNE) and IAEA safeguards issues.
  • Handle initiation, review, and processing of all MNSA IAAs as well as reimbursable IAAs for other USG funding contributions to the IAEA.
  • Prepare invitations for bids or requests for proposals as necessary; and
  • Coordinate with others in the bureau and interagency as needed.
  • Support Peaceful Uses Team on PUNE projects including the Accelerating Scientific Collaboration and Excellence in Nuclear Technology (ASCENT) initiative.
  • Support IAEA safeguards team efforts including outreach related to universal adoption of relevant safeguards agreement and coordination with other Departments and agencies on safeguards-related training and other events.
Qualifications
