Qualifications

  • Bachelor's degree in human services, Workforce Development, Education, Social Work, Public Health, Business, or related field (Master's preferred).
  • Experience in workforce development, education, and supervisory roles is expected.
  • Knowledge of DC workforce systems, benefits programs, grant-funded programming, and employer engagement is preferred.

MMVC - Program Manager

Full Time FLAGSHIP SITE, Washington, DC, US

Salary Range: $70,000.00 To $75,000.00 Annually

Position Description

Position Summary

The Program Manager provides strategic leadership for the Marj & Mak Vocational Center (MMVC), overseeing workforce development, education, vocational training, financial capability, benefits navigation, and employer engagement initiatives that promote long-term economic mobility for women experiencing homelessness. The Program Manager develops employer and educational partnerships, supervises staff, manages program performance, ensures grant compliance, and leads continuous quality improvement. Through trauma-informed, strengths-based, person-centered practices grounded in the social determinants of health, the Program Manager advances equitable access to meaningful employment, education, financial stability, and career advancement opportunities. Additionally, this position involves close collaboration with the Director of Health and Wellbeing.

ESSENTIAL DUTIES

Program Development and Management

  • Maintain consistent communication with the Director of Health and Wellbeing regarding matters, issues, and noteworthy aspects concerning MMVC initiatives, partner organizations, volunteer facilitators, and program participants.
  • Oversee employment readiness, career coaching, resume development, interview preparation, digital literacy, financial capability, vocational assessments, and Individual Employment Plans.
  • Develop education pathways including GED, adult education, community college, FAFSA support, certifications, apprenticeships, and continuing education.
  • Create career pathways in healthcare, hospitality, culinary arts, administration, retail, construction, peer support, and other high-demand industries.
  • Oversee benefits navigation including SNAP, Medicaid, SSI/SSDI, SOAR, TANF, and work incentive counseling.
  • Expand financial capability programming to include budgeting, credit building, banking, taxes, debt reduction, savings, and asset building.
  • Develop and implement MMVC's annual strategic workforce development plan.
  • Lead continuous quality improvement initiatives using participant and outcome data.
  • Develop new workforce pathways aligned with labor market demand.
  • Ensure all services are evidence-based, trauma-informed, culturally responsive, and person-centered.

Staff Supervision and Training

  • Supervise, coach, evaluate, and develop MMVC staff, interns, and volunteers.
  • Conduct quality assurance reviews and ensure documentation meets organizational and funder standards.
  • Offer continuous professional development and training for the MMVC team to uphold exceptional service standards.
  • Arrange regular team meetings to deliberate and strategize MMVC's goals, objectives, and plans.

Client Support and Advocacy

  • Offer direct client support encompassing employment and benefits evaluations, SSI/SSDI Outreach, Access, and Recovery (SOAR) application assistance, tailored functional literacy plans, crisis intervention, and facilitation of referrals to suitable internal and external resources.
  • Supervise the interactions of direct reporting staff with clients, ensuring the provision of trauma-informed services, maintenance of professional boundaries, and the completion and review of accurate documentation.
  • Champion clients' access to essential employment, benefits, and literacy services, as well as supportive systems.

Data Management and Reporting

  • Oversight of program expenses to enhance service delivery efficiency and effectiveness.
  • Maintain precise documentation of client services and their corresponding outcomes.
  • Data collection and analysis to drive program enhancement initiatives.
  • Regular preparation of reports detailing program services, activities, outcomes, and overall impact.

Community Outreach and Education

  • Develop and maintain employer partnerships that create hiring pipelines, internships, apprenticeships, job shadowing, and hiring events.
  • Represent MMVC with workforce agencies, educational institutions, government partners, and community collaboratives.

Minimum Qualifications:

  • Bachelor's degree in human services, Workforce Development, Education, Social Work, Public Health, Business, or related field ( Master's preferred).
  • Minimum four years of workforce development, vocational rehabilitation, adult education, or related experience, including two years of supervisory experience.
  • Two years of staff supervisory experience.
  • Knowledge of DC workforce systems, benefits programs, grant-funded programming, and employer engagement.
  • SOAR Certification(preferred)
  • Proficiency in providing programs encompassing vocational development, financial coaching, and adult literacy education, including curriculum development.
  • Proficiency in volunteer and intern management.
  • Experience working with marginalized populations, including individuals experiencing homelessness and those with physical, mental health, or substance use challenges.

  • Knowledge of trauma-informed care, strengths -based practice, and social determinants of health.
  • Experience in workforce development, career coaching, adult education, and employer engagement.
  • Excellent communication, relationship-building, and collaboration skills.
  • Strong organizational, project management, and problem-solving abilities.
  • Ability to analyze data, monitor outcomes, and prepare program reports.
  • Proficiency with Microsoft Office, Google Workspace, HMIS, and other data management systems.
