Job summary

Systems Planning and Analysis, Inc. seeks a Project Manager to support NAVSEA PMS 495 Mine Warfare initiatives in the Undersea Technology Portfolio. You will oversee acquisition programs, manage requirements, and coordinate with government managers and the prime systems integrator to ensure milestones are met.

The role demands a strong PM background, DoD clearance, and ability to work with SES/Flag level personnel, with responsibilities spanning budgeting, reporting, and earned value management.

Qualifications

  • Bachelor’s degree in engineering or scientific field.
  • 10 years of relevant professional experience in PM/engineering/science.
  • Experience communicating with SES/Flag level personnel.
  • Active DoD Secret Security clearance maintained during employment.
  • Proficient in Microsoft Office (Word, PowerPoint, Excel).

Responsibilities

  • Support NAVSEA PMS 495 Program Office as a Project Manager.
  • Provide Mine Warfare acquisition program/project management expertise.
  • Assist in planning, budgeting, and execution (PPBE) for undersea warfare systems.
  • Track budgets, spend plans, funding obligation and execution.
  • Coordinate with stakeholders to obtain funding data and produce reports.
  • Execute Earned Value Management System.

Trusted.The Undersea Technology Portfolio, within SPA's Sea, Land, & Air Division, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging technologies and warfighting capabilities. We support clients across the undersea, naval special warfare, and expeditionary warfare enterprises, including those within resourcing and requirements, acquisition, and science and technology. SPA has a future need for a Project Manager to support the Mine Warfare program office.

Responsibilities

The candidate will support NAVSEA's PMS 495 Program Office and act as a Project Manager.Provide Mine Warfare acquisition program/project management expertise to the PMS 495 office.Assist in managing, overseeing, and executing research and technology initiatives and mine warfare system development.Assist government program managers in developing and managing Mission Module requirements and acquisition documentation and program actions.Support government program managers in developing, managing, and evaluating contractual documentation and deliverables from the prime system integrator in support of system design and development acquisition milestones.Assist in planning, programming, budgeting, and execution (PPBE) for undersea warfare systems. This includes assisting in developing fiscal estimates, exhibits, documents, briefs and schedules to satisfy the PPBE process.Track budgets, spend plans, funding obligation and execution, and other programmatic needs. Coordinate with stakeholders as directed to obtain funding data, resolve issues, identify discrepancies, and produce reports related to budget status. Execute Earned Value Management System.Assist government program managers in providing daily program, analytical, and acquisition management through detail-oriented management of records, business research analysis, and valuation strategies.

Qualifications

Bachelor’s degree in engineering or scientific field10 years of relevant professional experience demonstrating proficiency in a program/project management, engineering, or scientific fieldDemonstrated supervisory experience and a history of communicating with SES/Flag level personnelProficient in the use of Microsoft Office products, including Word, PowerPoint, and ExcelActive DoD Secret Security clearance, and the ability to maintain it throughout employment

Desired Qualifications

Master's degree in engineering or business management disciplineRelevant experience in Navy acquisition or in-service programs that includes leading programs or projects and interfacing with an end item customer, particularly in Mine Warfare12years of exerience in management, engineering, or scientific fieldExperience implementing DoD/DoN procedures and policies (DoD 5000 process)
