The permanent, full-time position supports a 4/10 schedule with four onsite days weekly, requiring extensive mining and hoisting experience and rigorous documentation of field observations and safety controls.

Qualifications

  • Bachelor of Science in engineering or physical science, with extensive mining/hoisting experience.
  • U.S. citizenship may be required by contract.
  • Experience in DOE/MSHA/ASME regulatory environments preferred.

Responsibilities

  • Provide oversight of underground salt mining, floor milling, rib cutting, material hauling, and underground haulage operations.
  • Monitor ground control activities, including scaling, bolting, fencing, and evaluation of geological conditions.
  • Verify training and qualifications of underground mining crews, radiological control technicians, maintenance personnel, and equipment operators.
  • Oversee the use and performance of mining machinery, bolters, haulers, loaders, support vehicles, forklifts, and other facility vehicles.
  • Evaluate underground operations for abnormal events, degraded ground conditions, equipment malfunctions, and emergency response conditions.
  • Verify compliance with underground traffic patterns, vehicle-use requirements, and applicable safety protocols.
  • Monitor equipment calibration, underground facility maintenance, and the mechanical integrity of operational systems.
  • Review radiological surveys, abnormal radiological conditions, underground access controls, and emergency radiological procedures, as applicable.
  • Ensure proper conduct of operations, procedural compliance, and effective work control execution in the underground environment.
  • Provide technical oversight of crane, hoist, sling, rigging hardware, and lifting equipment operation, inspection, maintenance, and repair.
  • Verify hoisting and rigging compliance with DOE-STD-1090; OSHA 29 CFR 1910 Subpart N; OSHA 29 CFR 1926 Subparts H and N; 10 CFR 851; and applicable ASME B30 and B56 requirements.
  • Document field observations, review supporting records, identify issues, and support resolution of safety, equipment, and operational compliance concerns.
  • Demonstrated knowledge and specialized experience in mining and hoisting operations.
  • Ability to perform comprehensive field oversight in an underground mining and nuclear facility environment.
  • Knowledge of applicable DOE, MSHA, OSHA, and ASME requirements governing mining, hoisting, rigging, industrial safety, and equipment operations.

Position Summary

The Technical Consultant III provides comprehensive field oversight of Waste Isolation Pilot Plant (WIPP) underground mining operations to verify compliance with applicable U.S. Department of Energy (DOE), Mine Safety and Health Administration (MSHA), and American Society of Mechanical Engineers (ASME) requirements. The positionmaintainsa routine underground presence and monitors mining activities, ground control, equipment use, personnel qualifications, work execution, and operational conditions.

The role also provides specialized oversight of hoisting and rigging activities, with emphasis on construction safety, equipment condition, nuclear facility requirements, worker safety, equipment integrity, documentation review, andtimelyidentification and management of operational issues. Preferred Qualifications
  • Specialized experience in one or more of the following areas: metal or nonmetal mining management and operations; mine ventilation systems; mine hoisting structures, equipment, and operations; mine equipment or system maintenance programs; ground control; mine safety; industrial safety; industrial hygiene; or MSHA requirements.
  • Experience overseeing hoisting and rigging activities in construction, mining, nuclear, or other highly regulated operating environments.
  • Experience supporting WIPP, DOE, or comparable nuclear facility operations.
Education and Experience

Bachelor of Science degree in physical science, engineering, a technical discipline, or a related field approved by the Contracting Officer, and ten years of specialized experience in mining and hoisting; or twenty years ofdemonstratedknowledge and specialized experience in mining and hoisting. The Contracting Officer will review and approve specialized experience on a case-by-case basis for specific needs supporting mining and hoisting operations.
