Job description

The National Defense Authorization Act for FY2020 approved a new, independent Space Force in the Department of the Air Force. The U.S. Space Force is a military service that organizes, trains & equips space forces in order to protect U.S. and allied interests in space and to provide space capabilities to the joint force. This new military branch is taking shape and recruiting!

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

SPECIALIZED EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes broad and in-depth knowledge of and skill in applying the principles, concepts, and methodology of military pay entitlements in accordance with applicable regulations, laws, precedent cases, accounting methods, military pay procedures and techniques sufficient to independently resolve complicated pay problems and/or to research or investigate problems or errors that require reconciling, reconstructing incomplete information, and conducting extensive searches for required information. Substantial knowledge of diverse military pay options, resources, operations, and procedures governing a wide variety of financial and/or accounting transactions sufficient to resolve nonstandard transactions, complaints, discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
  • 1. Knowledge of a large body of rules, regulations, laws, and variety of procedures for one or more military pay specializations; the data system(s) used to support military pay actions, and federal debt collection rules and regulations.
  • 2. Knowledge of a variety of accounting and budget functional areas and their relationships to other functions to research or investigate problems or errors that require reconciling and reconstructing incomplete information.
  • 3. Skill in performing arithmetic computations to compute military pay.
  • 4. Ability to interpret/apply regulations and procedures related to military pay, debt collection, and various complex actions.
  • 5. Ability to communicate effectively, both orally and in writing, to present and/or advise on processes/actions.
  • 6. Incumbent must have extensive knowledge and technical expertise in all facets of military computer programs as they relate to pay entitlements.
PART-TIME OR UNPAID EXPERIENCE:

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE:

Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
