Job summary

COLSA Corporation in Huntsville, AL seeks a MILCON Analyst to support Army MILCON, SRM, ESPC, and UESC programs. The role focuses on IT/OT, cybersecurity, and system hardening, coordinating with design teams and stakeholders to integrate RMF and UFC/UFGS standards throughout project lifecycle.

Responsibilities include creating workflows, managing documentation, dashboards, and briefings for Army leadership; tracking progress with ETMS2 and APMS; and ensuring timely, compliant project delivery

Qualifications

• Bachelor’s or Master’s degree in Civil Engineering, Business Admin, Public Admin, Political Science, or related field.
• 10+ years of experience supporting Army, DoD, MILCON projects in technical, administrative, or coordination role.
• Active DoD Secret Security Clearance.
• Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Project, Visio).
• Demonstrated experience creating or improving workflows and processes in IT/OT integration and construction initiatives.
• Strong communication skills including the ability to develop high-quality reports, meeting briefs, and stakeholder materials.
• Ability to manage multiple priorities, meet deadlines, and work independently in a high-tempo, matrixed environment.

Responsibilities

• Provides project coordination and task-level support for concurrent MILCON, Energy, and renovation projects with focus on IT/OT, cybersecurity, and system hardening throughout the project lifecycle.
• Tracks and manages project tasks, schedules, and milestones using formal task management systems (e.g., ETMS2, APMS).
• Develops, maintains, and improves project documentation, including project plans, stakeholder matrices, QA/QC checklists, budget trackers, risk registers, and meeting minutes.
• Assists with the creation and refinement of repeatable workflows, business processes, and standard operating procedures to improve efficiency across projects and program activities.
• Analyzes, interprets, and comments on Army regulations, UFC, UFGS, and MILCON policy to support compliance.
• Participates in planning and coordination of project phases including requirements definition, design reviews, construction oversight, system integration, and operational transition.
• Supports IPTs, stakeholder working groups, and coordination meetings by developing briefings, capturing action items, and facilitating follow-up actions.
• Prepares and presents project updates, dashboards, and COPs for Army leadership and customer decision-makers.
• Reviews and coordinates RMF packages, eMASS entries, and system accreditation requirements.
• Conducts in-depth analysis of technical, financial, and scheduling data to identify trends and mitigations.
• Monitors RFIs, action items, and deliverables to ensure timely response.
• Assists in transition planning between construction and IT/OT deployment.
• Maintains awareness of policy updates and the Army POM process.
