Job summary

NewGen Technologies in Washington, DC seeks a MILCON/FSRM Program Manager to lead planning, programming, and advocacy for Customer infrastructure investments.

Qualifications

  • Active Secret Clearance required.
  • Bachelor's degree required.
  • Extensive MILCON/FSRM programming, execution and portfolio management experience (12+ years).
  • Deep PPBE knowledge: planning, programming, budgeting, execution; defend requirements to stakeholders.
  • Experience creating DD1391s, cost estimates, white papers, and briefings.
  • Ability to navigate HQ, government agencies, customers, and installation processes.
  • Strong analytical, strategic assessment skills to evaluate infrastructure requirements and investments.
  • Ability to provide data-driven decision support to optimize infrastructure readiness.

The MILCON and FSRM Program Manager leads strategic planning, programming, and advocacy for Customer infrastructure investments. The role translates mission needs into executable projects by developing facility requirements, preparing DD1391s, prioritizing funding, and defending programs through the PPBE cycle. The manager coordinates with AFCEC, base civil engineers, and Customer stakeholders to monitor execution, manage risk, and ensure installations are postured for mission success. This position requires deep DoD civil engineering and PPBE experience to navigate staff processes and secure resources.

Requirements
  • Active Secret Clearance
  • Bachelor's degree
  • DAF/DoD Civil Engineering Expertise: Extensive experience (typically 12+ years) in MILCON/FSRM programming, execution, and portfolio management
  • PPBE Process Mastery: Deep understanding of planning, programming, budgeting, and execution cycles, including defending requirements to Customer and congressional stakeholders
  • Technical Writing & Staff Package Development: Ability to produce high-quality DD1391s, cost estimates, white papers, and senior-leader briefings
  • Cross-Agency Coordination: Skilled at navigating HQ, Gov Agencies, Customers, and installation-level processes to synchronize infrastructure planning and execution
  • Analytical & Strategic Assessment Skills: Ability to evaluate infrastructure requirements, prioritize investments, and assess mission impacts using validated engineering and financial data
  • Mission-Focused Decision Support: Capable of advising leadership with data-drive recommendations that optimize infrastructure readiness for missions
Desired Skills
  • HQ experience with staffing approval packages for facility requirements
  • Civil Engineer experience in the USAF or US Space Force highly desired
