Job Summary:
The Migrant Supervisor is a 12-month, district-level position within Specialized Student Services responsible for the day-to-day planning and implementation of the Title I, Part C Migrant Education Program. The Migrant Supervisor leads and supervises program staff and coordinates identification and recruitment, student and family services, parent engagement, and program data. The position serves as a liaison among migratory students and families, schools, community organizations, and district and state partners to reduce barriers and support student success. The Migrant Supervisor works collaboratively with Specialized Student Services leadership to ensure program activities align with federal and state requirements, identified student needs, and district goals.
Key Responsibilities:
- Plans and implements Migrant Education Program activities and services in collaboration with the Director of Student Programs and Services, ensuring alignment with the approved Title I, Part C grant and program requirements.
- Monitors program expenditures and coordinates purchases and services in accordance with the approved Title I, Part C budget and applicable requirements.
- Supervises, supports, and evaluates assigned Migrant Education Program staff in accordance with district policies and procedures.
- Assigns and monitors staff responsibilities, workloads, schedules, and program activities to ensure timely and effective delivery of services.
- Leads identification and recruitment efforts to identify potentially eligible migratory children and families in accordance with federal and state Migrant Education Program requirements, including community outreach and coordination with schools, agricultural employers, local businesses, and community organizations.
- Works closely with migratory children, their families, and school-related personnel (teachers, counselors, nurses, principals) to identify academic needs, options, and appropriate supports.
- Coordinates supplemental instructional programs and support services based on identified student needs, including materials, supplies, transportation, and other allowable program services.
- Coordinates parent and family engagement, outreach, training, resources, and local and statewide Parent Advisory Council activities to support meaningful family participation in students' education.
- Serves as a liaison between federal, state, and district agencies, ensuring effective communication and program alignment.
- Develops and implements streamlined processes to enhance efficiency, reduce redundancy, and improve service delivery.
- Designs and delivers professional learning for assigned staff and colleagues.
- Ensures compliance with all applicable federal, state, and local regulations.
- Integrates relevant technological tools and advancements to support staff and improve outcomes.
- Collaborates with administrators and staff to identify and implement improvements in operations and service effectiveness.
- Leads or participates in special projects and assignments as directed by district leadership.
- Facilitates development and alignment of the department’s vision and mission with district strategic priorities.
- Maintains positive and professional relationships with stakeholders, emphasizing high-quality customer service.
- Fosters a culture of continuous improvement using data-informed decision-making practices.
- Prioritizes and supports effective recruitment, development, and retention of staff.
- Applies change management strategies to lead and sustain department or district initiatives.
- Initiates, plans, and manages innovative programs or events that align with district and departmental goals.
- Monitors and ensures timely completion of projects and initiatives.
- Demonstrates accountability for student-centered outcomes and alignment with the goals of Mesa Public Schools.
- Performs additional duties and special projects as assigned.
Required Qualifications
- High school graduate or equivalent
- Three years of experience in education, community services, family engagement, social services, federal programs, or a related field.
- Experience leading staff, coordinating teams, providing training, or serving in another leadership capacity.
- Experience working with culturally and linguistically diverse students, families, or communities.
- Experience maintaining program records, confidential information, compliance documentation, or related data.
Preferred Qualifications
- Bachelor’s degree in education, social work, or related field
- Experience working with the Migrant Education Program (Title I, Part C)
- Experience supervising, leading, or developing staff.
- Experience managing or supporting federal or state grant programs, including budgets, compliance, monitoring, and reporting.
- Experience coordinating educational, social service, or community resources for students and families.
- Experience with Migrant Education Program identification and recruitment activities.
- Experience using student/program data systems (e.g. Synergy, MSIX, GME).
- Bilingual proficiency in English and Spanish.

Work Environment & Physical Requirements
- Work is primarily performed in a standard office setting with controlled temperature and lighting.
- Frequent travel between district locations, schools, community centers, migrant camps, or homes to meet with students, families, and staff.
- May include occasional evening and weekend hours to accommodate the needs of families, attend meetings, or host events.
- Frequent walking, standing, and sitting for extended periods during meetings, school visits, and community events.
- Ability to stand for long periods, frequently lift or move items up to 25 pounds
