Job Summary:
The Benefits Supervisor is responsible for the day-to-day administration and continuous improvement of the district’s employee benefits programs and related services. This position works collaboratively with employees, administrators, vendors, and other departments to ensure responsive, accurate, and effective administration of benefits and related services. The Benefits Supervisor also provides direct supervision, guidance, and support to assigned Benefits team members.
The Benefits Supervisor is expected to demonstrate exceptional communication skills, exercise initiative, anticipate needs, and communicate proactively with employees, leadership, team members, and external partners.
Key Responsibilities:
- Oversees the administration and day-to-day operations of the district’s employee benefits programs, ensuring services are delivered accurately, efficiently, and in accordance with applicable requirements.
- Leads the administration of employee accommodations, including coordinating the interactive process, reviewing documentation, communicating with employees and supervisors, maintaining appropriate records, and ensuring timely and consistent administration in accordance with applicable laws, regulations, and district procedures.
- Ensures the effective administration of the district’s workers’ compensation program, including managing return-to-work processes, collaborating with employees, supervisors, and third-party administrators, addressing workers’ compensation matters, and ensuring timely communication and compliance with applicable laws, regulations, and district procedures.
- Serves as a resource to employees, supervisors, and administrators regarding benefit programs, accommodation processes, policies, procedures, and related requirements.
- Coordinate the Request for Proposal (RFP) and contract management processes for employee benefit programs and services, including vendor selection, implementation, performance, compliance, and renewals.

- Oversees the reconciliation of benefit enrollment, eligibility, payroll deduction, carrier, and vendor data to ensure accuracy and consistency across systems.
- Coordinates and oversees the annual open enrollment process, including system preparation, employee communications, enrollment changes, eligibility verification, and implementation of plan-year elections.
- Ensures benefit deductions, enrollment changes, and eligibility updates are processed accurately and timely; promptly identifies and resolves discrepancies with Payroll, Human Resources, employees, and benefit providers.
- Ensures compliance with applicable federal and state benefit-related reporting, notice, filing, and disclosure requirements, including completion within established deadlines.
- Conducts audits and data analysis related to benefit participation, costs, deductions, enrollment, and utilization to identify trends, inconsistencies, and opportunities for improvement.
- Establishes and monitors procedures and internal controls that support accurate benefit administration, regulatory compliance, timely processing, and reliable data.
- Establishes and maintains effective working relationships with benefit providers, consultants, brokers, third-party administrators, and other external partners.
- Oversees and advances the district’s employee wellness program, including the development, coordination, communication, evaluation, and continuous improvement of wellness initiatives designed to support district employees.
- Supervises, develops, and supports the Benefits team members while promoting accountability, collaboration, responsive customer service, and effective communication with employees, administrators, vendors, and other stakeholders.
- Provides day-to-day leadership to the Benefits team, assists with prioritizing workload, resolves escalated issues, and ensures employees receive timely and consistent service.
- Serves as a liaison between benefits vendors and district departments, ensuring clear, accurate, and timely communication regarding benefits and accommodation programs, systems, changes, and issue resolution.
- Monitors benefits systems and processes; coordinates testing, data uploads and downloads, and other activities necessary to maintain accurate employee and benefits information.
- Reviews benefits-related invoices, billing, eligibility information, and other records to ensure accuracy and appropriate processing.
- Participates in and provides support to district benefits committees, trusts, advisory groups, and other committees as assigned.
- Takes initiative to identify opportunities for continuous improvement within Benefits operations and recommends and implement improvements to processes, procedures, systems, communication, service delivery, and the employee experience.
- Analyzes processes, trends, employee feedback, vendor performance, and available data to identify opportunities to improve efficiency, effectiveness, compliance, and customer service.
- Develops and maintains procedures, resources, communications, and other materials necessary for the consistent administration of employee benefits, accommodations, and wellness programs.
- Maintains current knowledge of applicable federal and state laws, regulations, and requirements affecting employee benefits and workplace accommodations, and assists with implementing changes necessary to maintain compliance.
- Works collaboratively with Human Resources leadership and other district departments to address complex employee matters and accomplish departmental and district objectives.

Required Qualifications:
- Associates degree
- Demonstrated work experience using technology, digital tools, and software applications
- Two years of professional experience in human resources, employee benefits, or related field
PreferredQualifications:
- Bachelor’s degree in Business Administration, Human Resources, or a related field
- Supervisor or team leadership experience
- Experience in a public education

Work Environment & Physical Requirements:
- Primarily office-based with standard office equipment.
- Travels to various district sites and external meetings.
- Potential exposure to moderate noise levels typical of office environments.
- Ability to remain seated for extended periods.
- Frequent use of hands for typing and handling documents.
- Occasional standing, walking, bending, and reaching.
- Capability to lift and carry items up to 10 pounds regularly and up to 25 pounds occasionally.
