ACTIVE SECURITY CLEARANCE AT THE TS/SCI POLYGRAPH LEVEL IS REQUIRED
We are seeking a meticulous, analytical Rules Analyst Level 2 specializing in mission compliance and legal policy extraction to join our team in Annapolis Junction, MD. In this role, you will analyze legal frameworks, governing policy documents, and operational guidelines to extract key compliance obligations and translate them into machine-readable rules. You won’t just review policies on paper—you will actively partner with software engineers, operational end-users, and leadership to design controls and system requirements that automate compliance across high-visibility mission environments. From drafting user guides and authoring technical briefings to providing subject matter expertise on customer authorities, you will play a vital role in keeping mission capabilities compliant and operational. The annual base salary range for this role is $145,000-$171,000 (USD) , which does not include discretionary bonus compensation or our comprehensive benefits package. Actual compensation offered to the successful candidate may vary from posted hiring range based upon geographic location, work experience, education, and/or skill level, among other things.
Required Skills
- Legal & Policy Analysis: Proven track record analyzing complex legal documents, policies, and operational guidelines to extract compliance obligations and rules.
- Machine-Readable Rule Design: Practical experience translating governance rules into structured system requirements, automated controls, or machine-readable logic.
- Customer Authorities & Guidance: Demonstrated practical experience and familiarity working within specific Customer authorities and compliance frameworks.
- Agile Tracking & Documentation Tools: Proficiency using Jira and Confluence for task management, process documentation, and tracking team workflows.
- Technical Writing & Briefing: Strong capabilities with word processing and presentation tools (MS Word, PowerPoint, Adobe Pro) to create briefings, reports, and user guides for diverse audiences.
- Stakeholder Engagement: Excellent oral and written communication skills to engage customers, operational users, and engineering teams effectively.
Education
- Bachelor’s Degree in Law, Technical Field, Library Science, or a related discipline, PLUS 10+ years of relevant experience in programs involving Customer authorities
- Master’s Degree or J.D. in a relevant discipline, PLUS 8+ years of specialized experience in compliance, legal analysis, or policy-to-technical translation
- High School Diploma / GED, PLUS 14+ years of relevant experience in legal/policy analysis and Customer authorities in lieu of a degree.
Desired Skills
- Automated Compliance Engine Architecture: Experience contributing to the design, testing, or deployment of enterprise automated compliance systems.
- Analyst Workflow Integration: Understanding of how policy rules apply directly to intelligence analyst workflows, data queries, and target processing.
- Process Standardization: Experience drafting standard operating procedures (SOPs) or maintaining formal governance framework guidebooks.
- Cross-Disciplinary Collaboration: Background working side-by-side with software developers to validate machine-readable rule accuracy against legal specifications.
