Job summary

LJB Inc. seeks a Mid-level Right-of-Way Engineer in Ohio to lead ROW plans, plats, and exhibits per ODOT and local standards. The role requires licensing as a Professional Surveyor in Ohio and 4+ years in ROW engineering or land surveying.

Qualifications

  • Bachelor’s degree in Civil Engineering, Surveying, or a related field.
  • Active Professional Surveyor (PS) license in Ohio.
  • ODOT prequalification as Right of Way Designer/Reviewer.
  • Minimum 4+ years of right-of-way engineering or land surveying.
  • Proficiency with CAD tools: OpenRoads Designer, AutoCAD Civil 3D, Trimble Business Center.
  • Knowledge of Ohio ROW procedures and boundary law.

Responsibilities

  • Lead the preparation of right-of-way plans, plats, legal descriptions, and exhibits per ODOT/local standards.
  • Perform boundary analysis, title research coordination, and resolution of property issues.
  • Provide engineering oversight for ROW-related design elements (alignments, easements, drainage).
  • Sign and seal engineering and surveying documents per Ohio Board regulations.
  • Mentor survey and ROW staff, including technicians and junior professionals.
  • Coordinate with PMs, clients, utilities, and public agencies to facilitate ROW acquisition and delivery.
  • Review survey data, plats, and legal descriptions for accuracy and completeness.
  • Support project scheduling, budgeting, and resource planning for ROW tasks.
  • Assist with proposals, scope development, and client relationships.

We are currently seeking a Right-of-Way Engineer with 4 to 10 years’ experience to join one of our Ohio offices. The ideal candidate will bring innovative ideas, a professional attitude, and the ability to work both independently and as part of a team.

Salary Range: $95,000 – $115,000 based upon experience, certifications, and regional market standards.

Mid-level Right-of-way Engineer Essential Functions
  • Lead the preparation of right-of-way plans, plats, legal descriptions, and exhibits in accordance with Ohio Department of Transportation requirements and local agency standards.
  • Perform and oversee boundary analysis, title research coordination, and resolution of complex property issues.
  • Provide engineering oversight for transportation-related design elements impacting right-of-way (e.g., alignments, easements, drainage impacts).
  • Sign and seal engineering and surveying documents in compliance with Ohio Board of Engineers and Surveyors regulations.
  • Manage and mentor survey and right-of-way staff, including technicians and junior professionals.
  • Coordinate with project managers, clients, utility companies, and public agencies to facilitate right-of-way acquisition and project delivery.
  • Review survey data, plats, and legal descriptions for accuracy and completeness.
  • Support project scheduling, budgeting, and resource planning for right-of-way -related tasks.
  • Assist with proposals, scope development, and client relationship management.
  • Other duties as assigned.
Required Qualifications
  • Bachelor’s degree in Civil Engineering, Surveying, or a related field.
  • Active licensure as Professional Surveyor (PS) in the State of Ohio.
  • Prequalification by ODOT as Right of Way Designer and/or Reviewer.
  • Minimum of 4+ years of progressive experience in right-of-way engineering and/or land surveying.
  • Strong knowledge of Ohio right-of-way procedures, boundary law, and survey practices.
  • Proficiency with CAD software (e.g., OpenRoads Designer, AutoCAD Civil 3D) and Trimble Business Center.
Preferred Qualifications
  • Familiarity with utility coordination and easement acquisition processes.
  • Experience with transportation projects and public agency coordination (ODOT experience strongly preferred).
