Qualifications

  • 5+ years of expert-level experience in the federal government (intelligence community, defense, or law enforcement).
  • 3+ years in an Executive Staff-level environment advising senior leadership.
  • 3+ years researching, analyzing, and authoring policy drafts, programmatic status papers, classification reviews, MOUs, and analytical products for executive audiences.
  • 3+ years writing data- and resource-focused summary reports, briefs, and talking points.
  • 3+ years aligning operational outcomes with fiscal goals and federal budgetary principles.
  • 3+ years using MS Excel, Power BI, PowerPoint, Word, and SharePoint as analytical/briefing tools.
  • 1+ year direct experience writing formal reports and delivering oral briefing materials to executives.
  • Submission of a relevant professional writing sample demonstrating executive-level analysis.
  • Active Top Secret (TS) security clearance with SCI eligibility and willingness to undergo FBI suitability determination/polygraph.

Responsibilities

  • Author executive-level briefing papers, white papers, and memos explaining complex program data and recommendations.
  • Research and draft Branch-level policy updates, status papers, classifications evaluations, MOUs, and responses to RFIs.
  • Coordinate across FBI divisions to gather information and track deliverables for executive leadership.
  • Brief senior executives on program status, milestones, and resource constraints.
  • Evaluate program performance using quantitative and qualitative methods to identify trends and solutions.
  • Query and extract data across disparate enterprise databases and record systems.
  • Develop interactive Power BI reports with clear visuals for executive briefing materials.
  • Research federal practices and regulations to support analysis and decision-making.
  • Manage the Branch tasking system and track executive submissions.
  • Attend meetings and capture minutes, action items, and follow-ups.

Job description

Redhorse Corporation is seeking a Data Analyst to provide executive staff-level support to the FBI National Security Branch (NSB) in Washington, DC (onsite). This role combines program evaluation, data-driven reporting, and executive communication to connect operational performance with strategic resource decisions. What You'll Do
  • Author executive-level briefing papers, white papers, and memos that explain complex program data, resource allocations, operational issues, and recommendations.
  • Research and draft Branch-level policy updates, technical and programmatic status papers, classification evaluations, MOUs, and formal responses to RFIs and taskers.
  • Coordinate across internal and external FBI divisions to gather information, synthesize submissions, and track deliverables for executive leadership.
  • Brief senior executive management on program status, operational milestones, resource constraints, and courses of action.
  • Use quantitative and qualitative methods to evaluate program performance, identify trends, and develop data-backed solutions.
  • Query and extract operational and programmatic data across disparate enterprise databases and record systems.
  • Work with complex datasets in Excel using advanced formulas and pivot tables, and develop interactive Power BI reports with clear tables and demonstrative graphics for executive briefing materials.
  • Research prior and current federal practices, statutory guidance, policies, and regulations to support comparative analysis and decision-making.
  • Manage and maintain the Branch tasking system by tracking incoming taskers and logging approved executive submissions.
  • Attend high-level stakeholder meetings and capture comprehensive minutes, action items, and executive follow-up items.
Skills and Experience Needed

  • 3+ years successfully working in an Executive Staff-level environment advising senior leadership.
  • 3+ years researching, analyzing, and authoring policy drafts, programmatic status papers, classification reviews, MOUs, and analytical products for executive or interagency audiences.
  • 3+ years writing and producing data- and resource-focused summary reports, briefs, and talking points that link operational performance to fiscal allocations.
  • 3+ years aligning operational outcomes with fiscal goals and federal budgetary principles.
  • 3+ years using MS Excel, Microsoft Power BI, PowerPoint, Word, and SharePoint lists/workflows as analytical and briefing tools.
  • 1+ year direct experience writing formal reports and delivering oral briefing materials to executive leaders.

Additional Qualifications (Preferred)

  • 5 years using Microsoft Excel as an advanced quantitative and analytical modeling tool.
  • 5 years with federal Planning, Programming, Budgeting, and Execution (PPBE) processes, resource allocation, and program evaluation methodologies.
  • 5 years writing resource justifications, congressional budget justifications (CBJ/CJ), and formal responses for Congressional, OMB, DOJ, and ODNI audiences.

Compensation: USD 120,000 - 130,000 per year
