Job summary

City of Cibolo is seeking a Meter Technician to support reliable utility services by installing, maintaining, inspecting, and troubleshooting water meters and AMI equipment. You will collect field data, complete work orders, and provide courteous service to residents in the community.

Requirements include a High School diploma or GED, at least six months in water/wastewater, Texas Class C driver's license, and proficiency with Microsoft Office.

Meter Technician- Utility Billing

Full Time Cibolo, TX, US

Salary Range: $18.50 To $27.76 Hourly

THIS POSITION'S START DATE IS BUDGETED FOR AN OCTOBER 2026 OR LATER START DATE.

The City of Cibolo is seeking a highly motivated Utility Meter Technician to support reliable City utility services by installing, maintaining, inspecting, and troubleshooting water meters and related metering infrastructure. This position provides responsive service to residents, maintains accurate utility connections and meter data, and represents the City professionally in the community. • Processes and completes assigned utility service orders, including planning efficient daily routes and documenting completed work accurately in the City’s designated work management system.
• Connects, disconnects, and restores water utility services in accordance with established procedures, including service actions related to new accounts, customer requests, non-payment, and other authorized service changes.
• Installs, removes, replaces, inspects, and maintains water meters, meter boxes, registers, endpoints, and related components; performs minor repairs and identifies conditions requiring additional maintenance or repair.
• Troubleshoots Advanced Metering Infrastructure (AMI), meter communication devices, and related equipment using handheld devices, software, and other diagnostic tools to identify and resolve communication or equipment issues.
• Performs manual and supplemental meter readings when automated meter data is unavailable, inconsistent, or requires field verification; verifies readings and investigates unusual consumption or meter conditions as assigned.
• Inspects meters, meter boxes, and surrounding service areas to identify and report leaks, damaged equipment, tampering, unauthorized connections, obstructions, safety concerns, and other conditions requiring corrective action.
• Responds to customer utility service concerns in the field, explains work being performed when appropriate, and provides courteous and professional service while representing the City in the community.
• Collects and maintains accurate field information for utility assets, including meter locations, equipment information, service documentation, photographs, and GPS data using City-approved technology and equipment.
• Operates, inspects, and maintains assigned City vehicles, tools, handheld devices, and equipment; reports maintenance or safety concerns and ensures equipment is maintained in safe working conditions.
• Maintains accurate and timely records of service orders, meter activities, inspections, vehicle and equipment checks, and other required operational documentation.
• Assists with training and provides field guidance to new or less experienced personnel regarding meter operations, equipment, safety practices, and established procedures as assigned.
• Follows established safety procedures and applicable City policies while performing field work, including working around traffic, utility infrastructure, uneven terrain, adverse weather conditions, and other field hazards.
• Contact account holders regarding high consumption, leak alerts, and other items regarding water usage.
• Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

• Knowledge and understanding of the mission statement and values of the City of Cibolo Public Works Department.
• Knowledge of City policies and procedures.
• Knowledge of basic water utility systems, meters, meter boxes, service connections, and related components.
• Knowledge of basic methods, tools, equipment, and safety practices used in utility meter installation, maintenance, inspection, and repair.
• Knowledge of occupational and field safety practices, including working around traffic, utility infrastructure, construction areas, and varying environmental conditions.
• Skill in operating hand tools, power tools, handheld electronic devices, and other equipment commonly used in utility field operations.
• Skill in using computers, mobile devices, work order systems, and related technology to receive assignments, document work, collect field data, and maintain accurate records.
• Skill in identifying and troubleshooting basic meter, AMI communication, equipment, and service-related issues.
• Skill in reading meters, interpreting service information, and accurately recording measurements, equipment information, and field observations.
• Skill in providing professional and courteous customer service and communicating effectively with residents, coworkers, supervisors, and other City personnel.
• Ability to understand and follow oral and written instructions, standard operating procedures, safety requirements, and City policies.
• Ability to organize and prioritize assigned service orders, plan efficient field routes, and complete work independently within established timelines.
• Ability to identify water leaks, damaged equipment, meter tampering, unauthorized connections, unsafe conditions, and other utility service concerns and take or recommend appropriate action.
• Ability to safely operate and maintain assigned City vehicles, tools, and equipment.
• Ability to perform accurate mathematical calculations and maintain complete and accurate records.
• Ability to work effectively both independently and as part of a team in support of departmental and City priorities.
• Ability to communicate respectfully and professionally in challenging customer situations and appropriately refer concerns requiring additional assistance.

MINIMUM QUALIFICATIONS:

• High School Graduate or General Education Degree (GED).
• At least six (6) months experience in water or wastewater.
• Valid Texas Class “C” Driver's License.
• Experience with Microsoft Suites (i.e. Word, Excel)
• Ability to use mobile devices, handheld field equipment, work-order systems, and other technology used to read, troubleshoot, document, and communicate meter and service information.
