POSITION SUMMARY AND SCOPE OF RESPONSIBILITY
The East Wenatchee Water District currently has an opening for a Meter Technician.
Salary: $6,914-$7,914 monthly ($39.89-$45.66-hour DOE)
Position: Full Time (Monday – Thursday and on-call)
Benefits: Employees (and their families) are covered by medical, dental, vision, basic life insurance and health reimbursement plan. Employees are able to enroll in WA state deferred compensation plan with a 3% company match, as well as state retirement PERS Plan. Employees will also receive seventeen hours of PTO leave every month and twelve paid holidays throughout the calendar year.The position is open until filled.
POSITION DUTIES
JOB SUMMARY
Responsible for a variety of skilled maintenance duties in the ever-changing environment involved with the repair, maintenance, and installation of the District’s meter and meter reading systems and all associated assets. This position works under the direct supervision of the Program/AMI Specialist and reports to the District’s Superintendent. It is considered a primary role, performed prior to the responsibilities of the Service Specialist.
The position will coordinate work and activities with office personnel and the field superintendent; assist in all types of meter service repairs and replacements; hang shut-off notices and turn off services as required; maintain vehicles and equipment used for meter system operations; coordinate and develop route schedules with the superintendent and office; conduct oneself in an orderly manner and respond courteously and professionally to the public; and report all malfunctions of meters and facilities to the office and superintendent. Additionally, this position maintains the location and accessibility of all District water meters and, when required, assists in general maintenance and construction duties of the District. All work is performed following common safety practices.
The employee occupying this position shall remain on the “On-Call Roster,” with performance reviewed annually. This position is non-exempt and remains a Union position.

- Responsible for traffic control around construction sites including assembling and setting up traffic control devices such as barricades, cones and flag stands.

EMPLOYMENT STANDARDS
OPPERATIONS, SPECIFIC SKILLS
- Progressive work experience in the maintenance, repair and replacement of water meters, and associated facilities.
- Ability to operate personal computers and run routine programs associated with meter reading systems used, including AMR/AMI (automated meter reading, advanced meter reading) equipment.
- Read water meters on predetermined schedule
- Read meters for closing bills
- Returns data to business office on daily basis for billing purposes
- Perform service requests as required
- Perform scheduled shut-offs for non-pay customers
- Locks/unlocks meters as required.
- Replaces and installs water meters.
- Responds to customer inquiries and complaints regarding water meters and service.
- Verifies readings to locate abnormal consumption and records reasons for fluctuations.
- Inspects meters, connections and water lines for possible leaks, defects, damages and unauthorized connections.Within the scope of knowledge, determines and reports problem(s) to customer, or prepares work order for action by field service personnel, as necessary.
- Maintains areas surrounding water meters by raising or lowering meter boxes, locating buried meters, marking location with paint, pumping and digging out meter boxes and vaults, and pruning and cutting brush.
OPERATIONS SPECIFIC SKILLS FOR ASSISTING CREW
- Assists in flagging traffic when utility crews are making repairs on water mains or other water maintenance operations.
- Have knowledge of materials, methods and techniques used in the maintenance, repair, and construction of water systems.
- Ability and skill to operate appropriate machinery as required.
- Ability to understand written and oral instructions.

TOOLS AND EQUIPMENT USED
Tools required by the position include but are not limited to; laptop computer, pumps, power vacuum, shovel, pruning equipment, wrenches, all necessary safety equipment including gas monitors, tripods, harness, blowers for confined space entry, and related traffic control devices. Other tools required when assisting District crews may include but not limited to; roto-hammer, jackhammer, tapping machine, hand tools, compressor, power cutoff saw, compactor, asphalt saw, and heavy equipment.
PHYSICAL AND MENTAL CAPABILITIES
- The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential job functions.
- While performing the duties of this job, the employee is required to regularly and frequently stand, walk, bend and twist, move up and down ladders and stairs, and have good hand/eye coordination and finger dexterity to handle, feel and/or operate objects, tools and controls. The employee must be able to understand the water system and be able to fix the system in emergency situations in accordance with applicable standards and regulations.
- The employee must lift/or move up to 50 pounds and occasionally 50-75 pounds.
- Sufficient manual dexterity to develop skill in the use/care of applicable tools and equipment.
- Ability to work outdoors for extended periods of time under unfavorable conditions.
- Ability to work in close quarters and confined spaces.
- Ability to perform work of varying difficulty. This will include heavy equipment operation.
- Ability to maintain focus, mental integrity, logic and problem solving throughout the performance of the job’s duties.
- General knowledge of materials used to perform the work: various pipe types, fittings, valves and other water related appurtenances associated with the water system.
JOB CONDITIONS
While performing the duties of the job, the employee regularly works outside. The employee is frequently exposed to wet and/or humid conditions. The temperature ranges for the work environment vary from above 100 degrees in the summer to below freezing in the winter.
- The noise level in the work environment ranges from quiet to very loud and requires safety equipment as well as hearing protection.
EDUCATION/EXPERIENCE/SPECICAL REQUIREMENTS
- High school diploma or equivalent.
- Water construction operations and maintenance with a strong technical background in underground utility construction preferred.
- Certification as a Water Distribution Manager 1 by the Washington State Department of Health is required within 12 months.
- Certification as Washington State CCS. (Cross Control Specialist) required within 12 months.
- First Aid/CPR card required within 12 months
- Flagger Card within 12 months
- Possession of a valid State of Washington Class A CDL Driver’s License required within 12 months and good driving record is required.
