Introduction

The Governor’s Workforce Development Board (GWDB) serves as the Governor’s chief strategy and policy-making body for workforce development in Maryland. The GWDB brings together leaders from business, labor, education, community organizations, and government to collaborate on business-driven workforce strategies that strengthen Maryland’s economic competitiveness and expand pathways to work, wages, and wealth for all Marylanders.

LOCATION OF POSITION

This position is located in downtown Baltimore near the Inner Harbor at 100 S. Charles Street, Baltimore, MD 21201. This is a hybrid position that requires employees to work both in office and remotely. Employees are required to work in the office a minimum of three (3) days per week.

Main Purpose of Job

The purpose of this position is to lead the Board's membership engagement and governance operations by managing the recruitment, appointment, onboarding, and ongoing engagement of Governor-appointed Board members while ensuring compliance with federal and State membership requirements. This position also coordinates Board and committee meetings, develops communications and member resources, and supports initiatives that foster an informed, engaged, and effective governing board.

POSITION DUTIES
Board Member Appointments And Compliance
  • Support strategic outreach and recruitment efforts to identify, engage, and recommend prospective members for the Maryland Governor’s Workforce Development Board, with a focus on meeting statutory representation requirements and advancing diversity across regions and priority sectors.
  • Serve as the primary point of coordination with the Governor’s Appointments Office on all board appointments, reappointments, and resignations.
  • Manage the end-to-end appointments process, including tracking and outreach to prospects, submission of forms, onboarding new members, and coordinating offboarding for departing members.
  • Ensure timely preparation and submission of all required documentation related to board appointments and compliance with State processes.
  • Maintain and manage the official GWDB membership roster, ensuring accuracy of member data, term dates, committee assignments, and contact information.
  • Track and monitor board composition to ensure compliance with federal (e.g., WIOA) and State of Maryland (e.g. Executive Order) membership requirements, flagging gaps and supporting proactive recruitment.
Board And Committee Meetings Coordination And Preparation
  • Coordinate and assist in the execution of logistics for quarterly board meetings and committee meetings, including scouting locations for in-person or hybrid meetings, drafting materials in collaboration with staff and leadership team, preparing and distributing materials, and supporting day-of meeting operations (virtual and in-person).
  • Provide administrative and operational support for board meetings, including maintaining records, tracking attendance, documenting public meeting minutes, documenting follow-up actions, and drafting post-meeting follow-up communications.
Board Member Engagement And Communications
  • Manage Boardable member engagement platform, including keeping materials and calendar up to date.
  • Develop and manage social media and external communications to promote GWDB initiatives, highlight board activities, and engage prospective members and stakeholders
  • Develop and maintain a professional development calendar for board members, including coordinating member completion of required annual ethics training organized by the Maryland State Ethics Commission.
Board Member Onboarding
  • Design, implement, and continuously improve an onboarding process and associated documents, tools, resources etc. for new board members, including refinement of onboarding materials, hosting orientation sessions, and guidance on roles, responsibilities, and expectations.
Minimum Qualifications

Education: Graduation from an accredited high school or possession of a high sheet equivalency certificate.

Experience: Six years of administrative staff or professional work.

  • Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.
  • Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

  • Knowledge of State Workforce Development Board required functions, governance principles, public meeting requirements, or membership compliance.
  • Experience with constituent or membership management systems (e.g., Boardable).
  • Experience working within government, workforce development, economic development, higher education, or a nonprofit organization.
  • A Bachelor’s degree from an accredited college or university.
LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
