Job summary

Juvenile Welfare Board of Pinellas County is seeking an experienced MEL Director to provide strategic leadership over Nuru’s Monitoring, Evaluation, and Learning systems. The role requires strong quantitative and qualitative methods, GIS integration, and experience with MRV frameworks, reporting dashboards, and donor engagement.

The ideal candidate has 5+ years in leadership, advanced statistical skills (Stata/R/Python), and field survey expertise.

Qualifications

• 5+ years of leadership experience in mixed-methods research and monitoring systems.
• Direct experience managing third-party research partnerships and coaching multicultural teams.
• Hands-on experience designing and managing digital field collection platforms (KoboToolbox, ODK, SurveyCTO).
• Experience tracking environmental/agricultural outcomes with GIS tools integrated into quantitative workflows.
• Fluency in English.

Responsibilities

• Lead mixed-methods evaluation design, sample size, econometric modeling, and causal attribution with Stata, R, Python.
• Provide leadership over MEL indicator frameworks, field survey infrastructure, and reporting dashboards.
• Oversee tracking of environmental outcomes, integrating GIS and remote sensing into data pipelines.
• Lead MRV capabilities and align data with NbS partners and ESG standards.
• Support funding proposals and manage external evaluation partnerships; represent Nuru in publications and events.
• Manage and develop the Senior MEL and Data Systems Associate.
• Build capacity in East and West Africa through guidance and field collaboration.
