Medicare (SHIP) Coordinator
Grade 40
Yearly Salary $65,000-$73,000

This is an exempt position with the Pikes Peak Area Council of Governments, Area Agency on Aging (PPACG AAA) Senior Information and Assistance Center. This position requires excellent organizational and communication skills, computer skills. Requires ability to self-direct with attention to detail, meet deadlines and skill to empower clients to make effective choices.
Duties include but are not limited to:
- Coordinate all SHIP related activity and outreach in the nine-county service area according to the contract with Colorado Division of Insurance
- Recruit, train and manage SHIP program volunteers and counselors
- Ensure that staff are equipped with comprehensive training, initially and ongoing, to ensure information is accurate and relevant, thereby meeting the needs of older adults, professionals, and individuals with disabilities
- Complete all necessary reporting to the State Insurance Department regarding services that were provided and assist Finance with appropriate billing to the State. Completes annual, semi-annual, and monthly reports as required for SHIP, SMP, and MIPPA grants
- Attends SHIP/SMP/MIPPA monthly, bi-monthly, and quarterly meetings either virtually or in-person
- Plans and delegates as appropriate various outreach activities such as public presentations to a variety of audiences, including Medicare beneficiaries, caregivers, community partners, and health care providers
- Provide person-centered options counseling to link clients, (those 60 plus, caregivers, and Medicare recipients) to services, coordinate eligibility determinations, and assist with enrollment, activation and receipt of services and benefits; follow up when appropriate.
- Explore a complete set of options and resources with clients; provide education, guidance, and support to help clients understand and access available services and benefits
- Empower clients by providing support in decision making and planning for the future; assist clients to develop and implement a written plan when appropriate
- Investigate reported problems in service or assistance with Social Security, Medicare, Centers for Medicare and Medicaid Services (CMS), Medicaid, etc.; follow-up as needed to ensure problem is resolved
- Author appeals, requests for review and hearing requests to Medicare and other insurance providers as needed for payment of client’s claims
- Monitors service data entry and assist team members as needed to ensure comprehensive data collection of all service activities
- Monitor program effectiveness using client surveys to identify unmet needs in service areas
- Access and input information into reporting and informational databases
- Develop working relationships with professionals in related fields
- Speak to/participate in groups and organizations to educate, advocate for, and increase awareness of the needs of older adults and their caregivers in Region 4 and promote all programs of the PPACG AAA
- Other duties as assigned
This position may require specialized emphasis on certain areas that will be defined at the time of employment. Those may include, but not limited to Senior Insurance Assistance, (SHIP certification required) Family Caregiver Support Center, In-home voucher program, Lifeline/reassurance program

Requirements
Required Education and Experience
- Bachelor’s degree in a human services curriculum plus a minimum of 2 years of progressively responsible experience with an agency serving human services needs, providing counseling or case management, or
- Associate’s degree in a human services curriculum plus a minimum of 4 years of progressively responsible experience with an agency serving human services needs, providing counseling or case management, or
- May have commensurate work experience of 6 years in lieu of a degree
- Prefer knowledge of community resources for the elderly, caregivers and the disabled as well as of community service agencies
- Good communication skills and basic computer skills including Microsoft Word and Excel. Database experience is helpful
