Job description

Organizational context: The Medical Officer position is within the Division of Healthcare Management and Occupational Safety and Health (DHMOSH) of the UN Secretariat's Department of Operational Support. DHMOSH leads healthcare, occupational safety, and well-being across UN entities globally. This role specifically supports the Advisory Board on Compensation Claims (ABCC), a UN Headquarters body reviewing complex compensation claims for civilian personnel.

Job purpose: The Medical Officer will provide expert medical evaluations and opinions for complex compensation claims, including those submitted to the Advisory Board on Compensation Claims (ABCC) and military casualties in peacekeeping operations. This involves assessing injury, illness, and death to determine causality, severity, and impairment according to UN standards. The role also includes conducting clinical audits of UN medical facilities to ensure quality of care and patient safety. The Medical Officer will advise UN entities on medical and medico-legal matters related to compensation, ensuring consistent policy application and contributing to evidence-based planning and decision-making within the DHMOSH.

Responsibilities: Conduct specialized reviews and independent medical evaluations of complex compensation claims (civilian and military), assessing causality, severity, permanence, and impairment. Provide authoritative medical opinions on prognosis, service attribution, and eligibility for compensation. Validate medical documentation and prepare reports for administrative, legal, and judicial decisions. Advise UN entities on compensation-related medical and medico-legal matters. Plan and conduct clinical audits of UN medical facilities to assess compliance with standards, quality of care, and patient safety. Analyze audit findings, develop recommendations, and monitor corrective actions. Provide technical guidance to medical facilities and personnel. Participate in medical boards and review panels. Ensure objectivity, consistency, and confidentiality in all processes. Support continuity of operations and contribute to training initiatives.

Education: An advanced university degree (Master’s or equivalent) in Medicine (e.g., MD, MBBS with postgraduate specialization, preferably Occupational Medicine) is required. Alternatively, a first-level medical degree with two additional years of qualifying clinical experience may be accepted. Current unrestricted medical registration and certification in independent medical evaluation are also required.

Work experience: A minimum of seven years of progressive clinical medical experience is required. This includes at least three years of substantive experience in independent medical reviews concerning causality, functional capacity, disability, permanent impairment, or compensation claims. Experience authoring evidence-based medical opinions for decision-making is essential. Experience in clinical audits or healthcare quality reviews is desirable.

Skills: Professionalism, sound medical judgment, competence in evaluating compensation claims and conducting clinical audits, knowledge of medico-legal aspects, integrity, discretion, accountability, effective communication (oral and written), ability to analyze data, and experience with UN rules and policies.
