Job description

Organizational context: This position is within the Department of Operational Support (DOS) at United Nations Headquarters in New York, specifically in the Division of Administration (DoA). DOS provides end-to-end operational support across the Secretariat. The Division of Administration offers administrative, financial, and facility management services to entities at Headquarters and globally.

Job purpose: The Administrative Officer supports the Director of the Division of Administration by managing human resources activities, including recruitment, performance appraisals, and staff training, ensuring adherence to UN rules. The role involves advising on staff conditions of service and entitlements. In budget and finance, the officer assists in work program preparation and implementation, monitors resource utilization against the budget, and develops financial management controls. Additionally, the officer analyzes data to identify trends, supports planning, and contributes to organizational reporting and decision-making through business intelligence insights.

Responsibilities: Coordinate human resource administration, including recruitment, placement, promotions, performance appraisals, job classification, separations, and training, ensuring consistent application of UN rules. Liaise with the Executive Office to provide advice on staff conditions of service and entitlements. Support the preparation and implementation of the work program, ensuring financial resources align with the Programme Budget. Monitor and review the work program and budget, assessing progress against plans. Develop and implement procedures for accounting and financial management controls consistent with UN policy. Provide guidance and leadership to junior staff. Collect and analyze data to identify trends, monitor progress against work plans, and generate insights using business intelligence for data-driven planning and reporting.

Education: An advanced university degree (Master’s or equivalent) in business/public administration, finance, accounting, or law is required. A first-level degree with two additional years of qualifying experience is acceptable. Completion of data analytics, business analytics, or data science programs is advantageous.

Work experience: A minimum of five years of progressive experience in administration, coordination, or human resources management is required. Experience supporting senior management, using an ERP system, managing workflow systems, and coordinating across divisions is necessary. At least two years of experience in business intelligence and data analytics is also required. Experience in a UN or similar international organization's executive office, and in HR or financial management, is desirable.
