Job summary

The North Carolina Department of Health and Human Services (DHHS) is seeking a Financial Analyst II to support the Provider Reimbursements Unit within the Finance Section of the Division of Health Benefits. You will perform financial analyses, rate-setting activities for Medicaid programs, and contribute to data-driven reimbursement decisions.

Responsibilities include modeling reimbursement, reviewing costs, researching state and federal regulations, and documenting analyses.

Qualifications

• Demonstrated intermediate-level experience with Medicaid claims data to support reimbursement analysis and rate-setting.
• Proficient in Excel (pivot tables, lookups) for large datasets and financial modeling.
• Experience conducting comparative financial analyses across multiple years, facilities, and benchmarks.
• Ability to interpret and apply state and federal Medicaid regulations to reimbursement methodologies.
• Proven track record delivering accurate outputs after brief training.

Responsibilities

• Conduct financial analyses on Medicaid providers to determine payment rates.
• Support rate-setting with reimbursement modeling and documentation.
• Analyze cost data and compare facility results with benchmarks.
• Research and apply state/federal Medicaid regulations to reimbursement methods.
• Track regulatory changes and incorporate into calculations and program assessments.
• Prepare data and inputs for waiver and SPA processes.
• Perform analyses using Excel to support financial decisions.
• Deliver tasks independently after initial training with timely outputs.
