Job summary

The State of North Carolina is seeking an Assistant Agency General Counsel I (NS) to provide legal advice and support to the Division of Health Benefits, ensuring regulatory compliance and safeguarding Medicaid operations. This role reports to the Chief Legal Officer and helps manage the division's legal function.

The position involves conducting legal research, drafting legislation and administrative rules, interpreting laws, and coordinating litigation support.

Qualifications

• Licensed to practice law in North Carolina with a minimum of two years of professional legal experience.
• Experience interpreting and applying federal and state laws, regulations, and court decisions affecting Medicaid operations.
• Track record drafting, reviewing, and refining state and federal legislation and administrative rules.
• Experience coordinating discovery and providing litigation support for Medicaid matters.
• Experience providing guidance on data-sharing agreements and public records requests.

Responsibilities

• Provide legal advice, support, and consultation to the Division of Health Benefits.
• Conduct legal research and prepare formal opinions on issues affecting division operations.
• Advise on Medicaid managed care transformation, waivers, and state plan amendments.
• Draft and refine legislation, administrative rules, and regulatory language.
• Interpret federal and state laws, regulations, and court decisions relevant to Medicaid.
• Assist with litigation oversight, including discovery and preparation of legal materials.
• Provide regulatory compliance guidance for Medicaid operations.
• Collaborate with internal stakeholders to align legal guidance with program objectives.
