Job summary

The North Carolina Department of Health and Human Services (DHHS) seeks an Assistant Agency General Counsel I to provide legal advice and support across the Medicaid division. You will review legislation, draft regulatory language, and ensure regulatory compliance for Medicaid operations.

Role reports to the Chief Legal Officer. Hybrid work option is available; compensation ranges from $91,249 to $159,686 and requires NC State Bar admission with 2+ years of experience.

Qualifications

• Licensed to practice law by the North Carolina State Bar.
• Experience interpreting federal and state laws, regulations, and court decisions affecting Medicaid programs.
• Experience drafting and refining state and federal legislation and administrative rules.
• Experience coordinating discovery and supporting Medicaid-related litigation.

Responsibilities

• Provide legal advice, support, and consultation to the Division of Health Benefits.
• Conduct legal research and prepare formal opinions on division operations.
• Advise on Medicaid managed care transformation, state plan amendments, and waivers.
• Draft and refine legislation and regulatory language for division use.
• Interpret laws and regulations relevant to Medicaid programs.
• Support litigation oversight by coordinating discovery and document handling.
• Serve as a legal point person for DHB legislation and rulemaking efforts.
• Assist the Chief Legal Officer in managing division-wide legal functions.
