Job summary

Jobot Consulting is seeking a Business Analyst for Medicaid/Health & Human Services initiatives. You will support complex programs across business and technology teams to improve capabilities, governance, and enterprise architecture.

The role requires strong experience in business architecture, process improvement, and enterprise initiatives, with opportunities for collaboration across CMS and MITA frameworks. Experience in public-sector health programs is a plus.

Qualifications

• Minimum 3 years of full-time-equivalent experience developing or working with business models, business capabilities, and roadmaps.
• Minimum 3 years of full-time-equivalent experience defining strategies, principles, standards used to guide business architecture initiatives across an organization.
• Minimum 3 years of full-time-equivalent experience supporting the deployment of enterprise-wide business and IT initiatives.
• Minimum 3 years of full-time-equivalent experience with business process re-engineering and organizational change management.

Responsibilities

• Lead complex, cross-functional initiatives involving business capability assessments, business process modeling and analysis, and business process improvement.
• Define and maintain strategies, principles, standards, and governance practices that guide business architecture across the enterprise.
• Contribute to the MITA State Self-Assessment as an ongoing enterprise architecture activity, maintaining alignment across business, information, and technical architecture.
• Facilitate cross-program working sessions that drive clear decisions, ownership, timelines, and documented outcomes.
• Establish and lead architecture workgroups with clearly defined objectives, deliverables, and timelines.
• Develop business architecture artifacts aligned with the current MITA framework and evolving capability-based architecture models.
• Analyze policy changes and trace their impact across business capabilities, systems, requirements, testing, and supporting evidence.
• Support CMS certification readiness by coordinating documentation, evidence, requirements, and applicability throughout the project lifecycle.
• Manage assigned work within authorized hours, estimate effort, track utilization, and communicate risks or overruns.
• Produce client-ready deliverables using a collaborative draft-and-review process.
• Transfer knowledge to client resources and progress them to co-delivery and ownership.
• Develop accessible documentation complying with Section 508/ADA using client-approved tools.
