Qualifications

• 5 years’ experience in government IT projects as a business analyst or related duties.
• 5 years’ experience eliciting, mining, and documenting business rules, processes.
• 3 years of Medicaid experience.
• Experience and ability to obtain business processes and requirements information by interviewing business personnel and by mining laws, regulations, and policy documents.
• Knowledge of formal business process documentation.

Responsibilities

• Serves as a liaison between business programs community and IT to provide technical solutions.
• Understands business units and IT systems/capabilities.
• Analyzes business operations to identify opportunities to automate processes.
• Assists in business process redesign and documentation for new technology.
• Translates high-level requirements into functional specs for IT and guides changes.
• Facilitates communication between business units and IT from requirements to implementation.
• Keeps abreast of technological trends to enhance enterprise competitiveness.
• Develops requirements, documents, and validates them.
• Documents and analyzes agency business processes and data requirements.
• Participates in requirements management, change control, and traceability.
• Provides guidance to technical and test teams on requirements interpretation.
• Identifies risks and action items and proposes solutions.
• Interacts with vendors, government agencies, providers, and stakeholders.
• May advise buy vs. build decisions.
• Researches business rules and models, maintains them in a repository.
• Performs other project-related duties.
