The Commonwealth of Massachusetts, Department of Labor Relations, seeks a Mediator (Program Coordinator III) to provide public sector labor mediation services. Qualifications

• Minimum four years of full‑time or equivalent experience in business or public administration with program management, administration, coordination, planning or analysis.
• At least one year in a supervisory capacity.
• Substitutions may apply as described: up to two years for a bachelor’s degree; up to three years for a graduate degree; up to one year for a bachelor’s or higher degree in another major; note supervisory experience cannot be substituted.

Responsibilities

• Provide contract mediation, grievance mediation, and unfair labor practice charge mediation using dispute resolution and mediation techniques to facilitate communication and settlement.
• Assist public sector employers and select private sector employers across Massachusetts.
• Travel frequently across the Commonwealth and maintain a valid driver’s license.

Description

The Department of Labor Relations (DLR) is a neutral agency charged with administering the Commonwealth's collective bargaining statutes. The DLR's jurisdiction extends throughout Massachusetts and includes public sector employers, select private sector employers, and transportation network drivers. The DLR is seeking a Mediator (Program Coordinator III) to provide public sector labor mediation services. Responsibilities include providing contract mediation, grievance mediation, and unfair labor practice charge mediation by employing dispute resolution and mediation techniques to facilitate communication, enhance understanding of perspectives, and guide parties toward mutual agreement and settlement. The position requires frequent travel across the Commonwealth, and all applicants must possess a current driver’s license.

Qualifications

Minimum Entrance Requirements

• At least (A) four years of full‑time or equivalent part‑time professional, administrative or managerial experience in business or public administration, with major duties involving program management, administration, coordination, planning or analysis; plus
• (B) at least one year in a supervisory capacity.

Substitutions:

1. A bachelor’s degree in business, business management or public administration may substitute up to two years of (A) experience.
2. A graduate degree in the same fields may substitute up to three years of (A) experience.
3. A bachelor’s or higher degree in another major may substitute up to one year of (A) experience.

NOTE: Substitutions will not apply to the required (B) supervisory experience.

Salary

Salary depends on years of experience and education, per HR recruiting guidelines.
