Basic Purpose

Positions in this job family are assigned responsibilities involving the layout, installation, maintenance and repair of heating, air conditioning, refrigeration, sheet metal (duct work) and/or natural gas piping systems in a state agency or facility.

Typical Functions

• Installs, maintains and repairs various types of equipment such as refrigerant compressors, condensers, pumps, cooling towers, electrical and pneumatic control systems, fans, humidifiers, electronic filters, air compressors, electric motors, heat exchangers and miscellaneous valves and pipes carrying refrigerant, water, air and natural gas.
• Reads and interprets schematic wiring diagrams, manufacturer’s manuals, blueprints, sketches and written instructions.
• Oversees the work of others in the installation, maintenance or repair of mechanical systems, including mechanical apprentices or mechanical journeymen, or maintenance repair technicians, laborers, patients, inmates, and/or students assigned as helpers.
• Works with consultants, engineers and suppliers on designs, troubleshooting system or equipment and system upgrades.
• Performs other related duties as assigned consistent with the responsibilities of the position and agency operations.

Level Descriptors

Level I (Apprentice)

This is the basic level of this job family where employees are assigned duties as a mechanical apprentice and perform entry‑level work in completing minor repairs or maintenance work on heating and air conditioning systems or provide assistance to fully qualified technicians in completing more complex work.

Level II (Journeyman)

This is the career level where employees are assigned duties as a mechanical journeyman in completing a full range of tasks and responsibilities in the installation and maintenance of heating and air conditioning systems and related components, including providing training and direction to apprentices or other non‑licensed personnel.

Level III (Specialist)

This is the specialist level where employees are assigned responsibility for advanced level work of an independent nature involving the design, installation, retrofitting, maintenance and repair of heating and air conditioning systems and related components, often working alone or as the sole technician.

Level IV (Leadership)

This is the leadership level where employees are assigned responsibilities at the mechanical contractor level involving the design and alteration of heating and air conditioning systems as well as the supervision of others in the installation, maintenance and repair of such systems.

Education and Experience

Level I

No formal license required; apprenticeship training sufficient.

Level II

Current Mechanical Journeyman license issued by the Oklahoma Construction Industries Board.

Level III

Active or inactive licensure as a Mechanical Contractor with the Oklahoma Construction Industries Board.

Level IV

Active or inactive licensure as a Mechanical Contractor with the Oklahoma Construction Industries Board.

Knowledge, Skills, Abilities and Competencies

Level I

• Knowledge of operation of heating, air‑conditioning and refrigeration systems.
• Knowledge of methods, materials, tools and standard safety precautions in the trade.
• Ability to maintain and repair various types of heating, refrigeration and air‑conditioning equipment.

Level II

• All Level I KSAs and additional ability to install components and provide guidance to work crews.

Level III

• All Level II KSAs and additional ability to perform highly independent work.

Level IV

• All Level III KSAs and additional knowledge of supervisory principles, laws and regulations governing the planning, installation, repair, maintenance and alteration of heating and refrigeration systems.
• Ability to read and interpret blueprints.

Special Requirements

• Possession of a valid Oklahoma driver’s license may be required to operate state‑owned vehicles.
• Possibly required active licensure within 30 days of appointment.
• Licensure may be required in categories such as air conditioning, heating, refrigeration, sheet metal or gas piping.
• Certification card for refrigerant recovery and recycling (Section 609 of the Federal Clean Air Act of 1990) may be required.
• Some positions may be considered safety‑sensitive as defined by 63 O.S. § 427.8.
