Job summary

RTX is seeking a Material Operations Analyst within the Estimating & Pricing Organization. You will review cost proposals, analyze BOEs and BOMs, and train junior estimators to ensure compliant proposals.

You will help standardize material processes across RTX’s units and collaborate with leadership on estimating tools and processes, including testing enhancements before release. This role emphasizes compliance with FAR/DFAR/TINA regulations and strong stakeholder relations.

Qualifications

  • Bachelor’s degree and a minimum of 8 years relevant experience, or an Advanced Degree with at least 5 years’ experience.
  • Experience with proposal development, price buildup, and estimating and pricing processes.
  • Familiarity with FAR, DFAR, TINA regulations as they pertain to Bid/Cost proposals.

Responsibilities

  • Perform a detailed review of cost proposals with checklists and analyze BOEs, BOMs, and other artifacts for reasonableness.
  • Generate and provide training to less experienced Material Estimators on compliant proposals.
  • Contribute to establishing a common material process across Raytheon’s businesses.
  • Collaborate with upper management on process improvements for estimating tools and processes.
  • Test estimating tool enhancements before public release and ensure proper operation.

Role Overview

An excellent opportunity exists within the Estimating & Pricing Organization for a Material Operations Analyst. The Material Operations organization resides within Material Estimating & Pricing and is responsible for the development and maintenance of media, processes, alignment, tools and proposal audits.

What You Will Do

Perform a detailed and complex review of cost proposals with checklists and analyze BOEs, BOMs, and other supporting proposal artifacts as required to ensure reasonableness and adequacy of proposal efforts Generate and provide training to less experienced Material Estimators on what is required for a compliant proposals Support the development of establishing a common material process across Raytheon’s business units Collaborate to with upper management on process improvements for estimating tools and processes Test estimating tool enhancements to ensure they are operating correctly prior to public release Establish and maintain strong customer, user/stakeholder and partner relationships Lead special assignments that could include efforts to report out data, explore opportunities, look for new approaches, solve known problems, etc. Ensure compliance with FAR and internal estimating requirements (primarily FAR 15.408, Table 15-2), as well as RP-FIN-CAO-004 (Inter-Organizational Transfers) and RP-FIN-CAO-029 (Accounting for Inter-Organizational Transfers)

Qualifications

Qualifications You Must Have Typically requires a Bachelor’s degree and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years’ experience. Experience with Microsoft Office products (ex. Word, PowerPoint, Excel) U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract

Qualifications We Prefer Working knowledge of TIES-Material, MCS or ProPricer Knowledge and experience with proposal development, price buildup, and estimating and pricing processes Experience with federal proposal regulations including but not limited to: FAR, DFAR, TINA regulations as they pertain to Bid/Cost proposals Demonstrated ability to consistently meeting deadlines in a schedule driven environment The ability to work well in teams, with peers, and management Prior experience developing cost proposals and providing negotiations support Have a thorough understanding of Estimating Systems, corporate accounting structure and the ability to support Estimating System audits Prefer direct experience with material BOEs, BOMs, and other supporting proposal artifacts Working knowledge of SAP (PRISM) Detail oriented Possess strong analytical abilities Demonstrated leadership skills or experience Strong organization and analytical skills Strong oral and written communication skills

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills. Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement. Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
