Optum State Government Solutions is looking for a detail-oriented and strategic PMO Master Scheduler. The ideal candidate will have a solid background in crafting compelling, compliant schedules. This role will focus on two main areas:

  1. The building of schedules/workplans in support of state government solicitations (RFPs, RFQs, RFIs).
  2. Developing and managing the Integrated Project Schedule Center of Excellence (COE) to establish best practices, training, and audit programs to ensure schedule quality across the business.
Primary Responsibilities
Workplan/Schedules Development for Submission with RFP/RFI’s
  • Coordinate with capture managers, SMEs, and team members to develop high-quality integrated schedules that support winning new business.
  • Understand and define work strategies, aligning tasks with resources to achieve desired client outcomes reflected in the schedule.
  • Coordinate with technical teams and stakeholders to manage schedule development effectively.
  • Ensure major projects and program schedules are integrated across company functions.
  • Ensure all schedules and contract deliverables comply with policies, customer, and industry standards.
Develop/Manage - Integrated Project Schedule Center of Excellence (COE)
  • Develop and enforce scheduling standards and governance, including methodologies like Critical Path and Agile.
  • Provide training and certification programs for schedulers and project managers to build organizational capacity in schedule management.
  • Review and audit project schedules for accuracy and alignment with project goals.
  • Monitor schedule performance across the portfolio and share lessons learned and best practices.

Required Qualifications
  • Project Management Professional (PMP) Certification
  • Minimum 5 years of experience in project scheduling, preferably in complex, multi-project environments
  • At least 3 years of experience with the System Development Life Cycle, data analysis, and system requirements writing
  • Experience maintaining project schedules for government DDI projects
  • Strong understanding of project management principles (PMP required)
  • Knowledge of Agile and Change Management related to scheduling
  • Proficiency with MS Project, including task sequencing, resource allocation, and dependency management
Preferred Qualifications
  • Experience facilitating Joint Application Design (JAD) sessions
  • Experience in Healthcare Information Exchange, EDI, or the Healthcare Industry
  • Proficiency with MS Office Suite and MS Visio

The salary range is $106,800 to $194,200 annually, based on full-time employment and various factors like location, education, and experience. Benefits include comprehensive packages, incentive programs, equity stock purchase, and 401k contributions.
