STV is seeking a Market Sector Lead - Water Resources Engineer for our Water Practice Group in Houston or Dallas, Texas. You’ll contribute immediately to the growth and delivery of stormwater, drainage, floodplain management, and flood-risk projects as part of a growing water resources practice. In this role, you’ll provide technical leadership, project management, client development, and proposal support for water resources projects. You’ll lead hydrologic and hydraulic analyses, floodplain and watershed studies, stormwater planning, and flood-mitigation assignments while working closely with STV’s regional and national technical teams. You’ll also help strengthen client relationships, identify new opportunities, and mentor junior and mid-level staff.

Principal Duties and Responsibilities

Lead hydrologic and hydraulic analyses for watersheds, drainage systems, rivers, streams, and floodplains. Manage stormwater, drainage, floodplain mapping, flood-risk assessment, watershed planning, and flood-mitigation projects. Develop, review, and interpret 1D and 2D models using HEC-RAS, HEC-HMS, SWMM, InfoWorks ICM, XPSWMM, or comparable platforms. Serve as project manager or senior technical lead and manage project scope, schedule, budget, staffing, quality, and financial performance. Review calculations, models, reports, plans, specifications, and other technical deliverables. Coordinate multidisciplinary project teams and subconsultants and maintain effective communication with clients and stakeholders. Develop practical and resilient solutions for drainage and flood-control infrastructure, including green infrastructure, low-impact development, and nature-based solutions where appropriate. Build and maintain relationships with municipal, county, state, federal, transportation, and other public-sector clients. Identify and support new water resources opportunities by understanding client needs, capital programs, regulatory drivers, and market priorities. Lead or support proposals, statements of qualifications, scopes of work, fee estimates, presentations, and interviews. Participate in client meetings, industry events, and business-development activities. Provide technical guidance and mentorship to junior and mid-level engineers. Perform other incidental and related duties as required.

Business Development & Client Management

Develop and maintain strong relationships with existing and prospective clients. Identify, pursue, and secure new water resources opportunities within targeted markets. Serve as a trusted technical advisor to clients on stormwater, flooding, drainage, watershed, and resilience issues. Develop and maintain a strong understanding of client needs, upcoming capital programs, regulatory drivers, and market opportunities. Lead or support client meetings, presentations, interviews, and industry events. Develop capture strategies and pursuit plans for strategic opportunities. Lead or support preparation of proposals, statements of qualifications, scopes of work, and fee estimates. Establish and expand relationships with municipal, state, federal, and transportation agencies. Collaborate with STV's regional and national technical teams to identify opportunities and bring the appropriate resources to clients. Help grow STV's water resources practice through strategic client development and market expansion.

Here’s What You’ll Need

Experience with FEMA floodplain mapping and flood-risk management programs. Working knowledge of ArcGIS or a comparable GIS platform.
