Job summary

The Washington State Office of the Insurance Commissioner (OIC) seeks a Market Conduct Researcher (Functional Program Analyst 3) to join our Market Conduct Oversight team in Tumwater. This role blends insurance knowledge with data analysis, regulatory research, and critical thinking to ensure carriers comply with laws and protect consumers.

You will examine filings, consumer and market data, identify trends, conduct HCBM reviews, and develop recommendations for regulatory actions.

Qualifications

• Six (6) years of professional experience in the insurance industry.
• Experience with data analysis, database management and reporting (2+ years).
• Ability to interpret laws, regulations, and policies and translate analysis into findings.

Responsibilities

• Conduct market conduct research and analysis of insurance companies and regulated entities.
• Analyze data, regulatory filings, complaints, and company records to identify trends and risks.
• Perform Healthcare Benefit Manager (HCBM) data reviews for compliance.
• Prepare reports, findings, recommendations, and regulatory documentation.
• Collaborate with agency staff, regulated entities, and other regulators on consumer protection issues.
• Stay current on insurance trends and regulatory changes.
