Qualifications

• Experience leading people in a regulatory or safety-focused role.
• Excellent written and verbal communication with regulators and crews.
• Former or retired USCG Marine Inspector preferred.
• 5–7 years of direct experience performing vessel regulatory inspections/compliance or USCG inspections.
• Knowledge of 46 CFR Subchapters C, I, M, and T; USCG Marine Safety Manual; ABS rules.
• Experience drafting technical packages or repair proposals for submission to regulatory authorities.

Responsibilities

• Ensure compliance with local, federal, and international regulations.
• Lead risk management activities including hazard identification and risk assessments.
• Provide updates to Senior Management with recommendations for improving performance.
• Prepare and submit technical packages to USCG and ABS for vessel modifications and repairs.
• Serve as primary technical contact during regulatory review and address comments.
• Ensure modifications comply with classification rules and statutory requirements.
• Review surveys, damage reports, and inspection files for remediation needs.
• Evaluate repair proposals and drydock plans for ABS/USCG compliance.
• Coordinate with port engineers, shipyards, and surveyors to monitor regulatory work.
• Conduct vessel inspections and readiness assessments for ABS and USCG surveys.
• Mitigate shipboard risks involving safety systems and inspections.
• Travel to vessels to verify readiness and compliance.
• Conduct internal and external audits and track deficiencies.
• Advise on mariner sea time, licenses, and manning per USCG guidance.
• Monitor CFRs, NVICs, IMO requirements and translate into procedures.
