Callan Marine, Ltd. seeks a Compliance Manager to oversee regulatory compliance for a diverse fleet, acting as the liaison with USCG, ABS, and flag authorities. The role emphasizes risk management, technical package preparation, and vessel inspections.

The ideal candidate brings substantial USCG regulatory and marine inspection experience, strong leadership, and ability to translate complex CFRs into actionable fleet procedures. This is a on-site Galveston, TX position with travel.

Qualifications

• Minimum of 5-7 years direct experience performing vessel regulatory inspections/compliance.
• Knowledge of 46 CFR Subchapters C, I, M, and T; the USCG Marine Safety Manual; and ABS rules.
• Proven experience drafting technical packages or repair proposals for submission to regulatory authorities.
• Former or retired USCG Marine Inspector with Prevention/Marine Inspection experience is strongly preferred.

Responsibilities

• Ensure the organization is in full compliance with all local, federal, and international regulations.
• Participate in risk management efforts, including identifying hazards, conducting risk assessments, and develop implementation strategies.
• Provide ongoing status updates to Senior Management with recommendations for improving substandard performance and overall progress.
• Prepare, review, and submit comprehensive technical packages to the USCG and ABS for vessel modifications, alterations, and major repairs.
• Serve as the primary technical contact during regulatory review, address plan-review comments, resolve engineering discrepancies, and help expedite approvals.
• Ensure engineering modifications comply with applicable classification rules, flag-state guidelines, and statutory requirements.
• Review condition surveys, damage reports, and technical inspection files to determine required remediation.
• Coordinate with port engineers, shipyard management, and class surveyors to monitor execution of regulatory repairs.
• Conduct hands-on vessel inspections and readiness assessments for ABS surveys and USCG inspections.
• Identify and mitigate shipboard risks involving fire protection, safety systems, watertight integrity, and related areas.
• Travel to vessels in port, project sites, or drydock to verify readiness.
• Conduct internal and external audits to evaluate program effectiveness and maintain compliance.
• Track, manage, and close deficiencies including USCG/ABS items.
• Serve as subject matter expert on UCV compliance under 46 CFR Subchapter C.
• Provide determinations on mariner sea time, license progression, and manning per USCG guidance.
• Monitor CFR/NVIC/IMO changes and translate into actionable procedures for dredges and vessels.
• Participate in incident investigations and root-cause analyses.
