Job description

General Position Description

The Managing Senior Project Scheduler is responsible for assisting the Director of Project Controls in overseeing scheduling functions for targeted scheduling teams. This role manages a targeted team of Senior Project Schedulers and Project Schedulers, ensuring the development, maintenance, and analysis of integrated project schedules in compliance with federal requirements while executing the responsibilities of a Senior Project Scheduler. The position plays a critical role in supporting project delivery through accurate forecasting, risk identification, and schedule performance management.

This role ensures that complex federal construction projects are delivered on time and in compliance with stringent contractual requirements. By leading the scheduling function, the Managing Senior Project Scheduler directly impacts project success, risk mitigation, and organizational performance.

Responsibilities
Leadership & Team Management
  • Lead, mentor, and develop a team of Senior Project Schedulers and Project Schedulers
  • Assign resources across projects based on complexity, priority, and workload
  • Establish standard processes, tools, and best practices for scheduling activities
  • Conduct performance evaluations, provide coaching, and support career development
Project Scheduling Oversight
  • Oversee the development and maintenance of baseline and updated project schedules
  • Ensure schedules comply with federal contract requirements (e.g., CPM, resource loading, cost loading where applicable)
  • Review and validate schedule integrity, logic, durations, and critical path analysis
  • Ensure proper integration of subcontractor and vendor schedules
Compliance & Federal Standards
  • Ensure adherence to federal agency scheduling specifications (e.g., USACE, NAVFAC, or other agency guidelines)
  • Support compliance with standards such as CPM scheduling best practices and agency‑specific schedule review requirements
  • Prepare for and support schedule audits, reviews, and contractual deliverables
Analysis & Reporting
  • Provide executive‑level schedule analysis, including critical path, float analysis, and risk impacts
  • Develop and present schedule reports, dashboards, and recovery plans
  • Identify schedule risks and opportunities and recommend mitigation strategies
  • Support claims analysis, time impact analysis (TIA), and change management processes
Cross‑Functional Collaboration
  • Partner with Project Managers, Engineers, Cost Controls, and Field Teams to ensure alignment
  • Support proposal development with schedule input, phasing, and staffing plans
  • Interface with clients, contracting officers, and external stakeholders on schedule matters
Tools & Systems
  • Oversee use and standardization of scheduling tools such as Oracle Primavera Cloud, CPM scheduling analytics tools, and Microsoft suite of applications
  • Ensure data integrity and reporting accuracy across systems
  • Drive continuous improvement in scheduling methodologies and digital tools
Qualifications
Required
  • Must be a US Citizen or US Person
  • Bachelor's degree in Construction Management, Engineering, or related field (or equivalent experience)
  • 10+ Years of Scheduling Experience in the Federal Construction Industry with demonstrated success on scheduling projects with a minimum value of $20M
  • 3+ years of experience in a leadership role
  • Strong expertise in Critical Path Method (CPM) scheduling
  • Experience with claims, dispute resolution, and forensic schedule analysis
  • Experience supporting federal construction projects
  • Advanced proficiency in Primavera P6 (preferred primary tool)
  • Proven experience managing and developing teams
Preferred
  • Experience with federal agencies such as USACE, NAVFAC, or similar
  • Professional certifications such as PSP (Planning & Scheduling Professional) or PMI-SP (Project Management Institute Scheduling Professional)
  • Familiarity with risk analysis tools and earned value management (EVM)
