The hiring range for this role is:

147,190.00 - 206,425.00

This is the lowest to highest salary we, in good faith, believe we would pay for this role at the time of this posting. We may ultimately pay more or less than the hiring range, and this range may also be modified in the future. A candidate's position within the range may depend on factors such as competencies, education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and organizational needs.

This job is also eligible for an annual bonus incentive pay.

Job Description Summary:

Responsible for developing and leading analyses and strategies influencing legislation, regulations, and third-party stakeholders. Manages key issues, evaluates impacts, advances options, forges consensus, and prepares advocacy materials. Engages with officials and staff to promote BCBSA positions and collaborates cross-divisionally to advance priorities. Represents the department on workgroups, influential groups, and coalitions, coordinating feedback on health reform proposals, and showcasing innovations to promote policies on priority issues and emerging topics.

Responsibilities include but are not limited to:

Anticipates and identifies key policy issues, oversees staff and consultants to review legislation, regulations, and proposals, and evaluates strategic impacts. Works with senior leaders to ensure representation of Plan interests in BCBSA positions. Manages projects within legislative and regulatory areas, develops comments and educational materials, and represents BCBSA in meetings with policymakers and stakeholders. Provides policy input to state initiatives and coordinates advocacy strategies with lobbying and communications teams. Formulates strategies, communicates implications, and maintains understanding of Plan interests to promote initiatives to policymakers and stakeholders. Leads discussions, prepares research agendas, and educates staff. Develops relationships with external organizations and policymakers to enhance knowledge and influence policy development.

Required Education, Certifications and Experience:

Education:

  • Required - Bachelor's Degree in Political Science, Public Health, Public Administration, or related field.
  • Preferred - Master's Degree in public policy, health policy, or related field.*
  • Preferred - Membership in American Academy of Actuaries

Experience:

  • Minimum 8 years' experience in healthcare policy analysis, law, insurance regulations, or healthcare plan operations, with public health policy experience.
  • Experience in communicating with legislative bodies, structuring policy studies, developing policy responses, and leveraging extensive relationships for issue analysis and strategy development.
  • Experience with BCBS Plans, health insurers, insurance departments, CMS, or DOL working on group health issues.
  • Extensive experience with Medicare Advantage payment policy, risk adjustment, and data analytics - Highly Preferred.

Skills:

  • Knowledge of managed care, insurance reform, federal legislative/regulatory processes, and commercial health insurance markets.
  • Strategic thinking, facilitation, presentation, organizational, and communication skills.
  • Analytical, planning, project management, and prioritization skills.
  • Experience with Medicare Advantage payment policy and analytics - Highly Preferred.
