Job summary

Mental Health Services for Clark and Madison Counties in Springfield, OH, seeks a Manager of Technology and Information Systems to lead IT operations, cybersecurity, cloud infrastructure, and EHR systems. You will oversee data governance, analytics, and dashboard design while ensuring compliance with HIPAA, JC, and FQHC guidelines.

Qualifications

  • Associate or bachelor’s degree in information technology, Computer Science, Health Administration, or a related field (master’s preferred).
  • Minimum of 3-5 years of IT leadership experience, preferably in healthcare or behavioral health settings.
  • Strong understanding of healthcare regulations, including HIPAA, HITECH, and FQHC compliance.
  • Knowledge of database systems and SQL required.

  • Develop and implement IT strategies aligned with MHS's goals, supporting the agency’s behavioral health, inpatient psychiatric, and community-based programs.
  • Lead all EHR implementation and improvements, working closely with staff, clinicians and customers to ensure system usability, efficiency and adoption.
  • Lead continuous optimization of the system to support outpatient, in-patient, and youth services.
  • Ensure the EHR system meets the organization’s needs, particularly in relation to FQHC lookalike status and UDS reporting.
  • Manage cybersecurity efforts and ensure all data handling complies with HIPAA, The Joint Commission, and other relevant regulatory bodies.
  • Lead the IT department, fostering a culture of innovation, collaboration, and high performance. Oversee the recruitment, training, and development of IT staff.
  • Manage relationships with technology vendors, negotiate contracts, and oversee procurement to ensure cost-effective solutions.
  • Lead and prioritize IT projects, including device deployment efficiency, infrastructure upgrades, and digital transformation initiatives.
  • Develop and manage the IT budget, ensuring alignment with organizational priorities and financial goals.
  • Ensure IT systems are compliant with federal, state, and industry regulations, including FQHC guidelines, HIPAA and manage all technology-related risks.

MHS is currently searching for a Manager, Technology and Information Systems, to provide leadership and oversight of the technology and information systems at MHSCC. MHS provides CPR (BLS)/First Aid and NVCI (CPI Blue Card) for all new staff, along with on-going education and on-the-job training opportunities.

All MHS candidates are required to have an Ohio BCI check (FBI check required if you have lived in Ohio for less than 5 years, or for working with children), 5-panel drug screen and Residential candidates must have a 2-step TB (or proof of prior TB) upon conditional offer of employment.
