Job summary

Job description

Responsible for the operation of FM's Technical Information Centers in Norwood, MA and West Glocester, RI which provide FM research scientists and engineers with a fully developed, state-of-the-art technical reference library, resources and information services. Management role with direct reports, responsible for work schedules, employee evaluations, training, and budget management. Develops strategies, services, and technology capabilities that enable efficient discovery, management, and use of technical, research, and engineering information across FM. Evaluates and implements modern information management approaches, including advanced search, metadata, content governance, and emerging AI-enabled information services.

Essential Functions and Responsibilities

Creates, maintains, audits and enhances TIC operations to ensure technical research/reference materials are available for scientists and engineers, other FM employees and approved external requestors.

  • Plans, develops, documents and implements new and enhanced technologies and services.
  • Develops and maintains on-line catalogs to ensure access to information
  • Works with Engineering and Research management to develop plans to enhance services to better serve the TIC clientele.
  • Maintains awareness of internal corporate needs, mission, goals and objectives and establishes or enhances TIC services appropriately.

Hires, develops and leads TIC staff to ensure services are available and provided in a professional and customer-oriented manner.

  • Establishes performance goals, conducts performance reviews, and recommends salary administration for TIC staff.
  • Encourages the development of key employee attributes and promotes customer service orientation of TIC staff.
  • Assists Human Resources in personnel issues as needed.

Ensure current research/reference services:

  • Coordinates the development of the TIC reference collection to ensure core collection meets the immediate daily reference needs of TIC customers. Determine if specific items or data are of continued value to FM scientific and technical personnel and, if not, eliminates obsolete material.
  • Oversees and coordinates the acquisition, organization, cataloging and availability of all resources, including online subscriptions and databases, to ensure they are current and applicable to TIC reference needs.
  • Negotiates contracts with database vendors and others to ensure cost-effective access to tools necessary to fulfill customer requests.
  • Provides professional responses to external requestors as appropriate.
  • Resolves any issues with requests for reference services that are beyond the scope of other TIC staff.
  • Develops and implements procedures that guarantee compliance with FM's policies for maintaining Confidentiality of Information.

Promote internal and external public relations efforts for TIC

  • Establish and maintain working relationships with technical libraries, institutes, and organizations and within FM in order to secure cooperation and services.
  • Represent TIC and FM on external committees as requested and participate in professional society activities that will enhance external awareness and respect for the TIC.
  • Compiles and distributes communications throughout FM to inform clientele of new technical resources or other available services.

Coordinates the collection, preservation, cataloging, maintenance, and display of FM's historical collection consisting of documents, pictures, artifacts, ledgers, books, and items of historical importance.

Establishes and maintains the information architecture, metadata, taxonomy, and governance frameworks necessary to support effective management and discovery of FM's technical and research knowledge assets.

Drives adoption of modern information management capabilities, including enterprise search, content intelligence, analytics, and AI-enabled discovery tools, to improve access to critical information resources.

Collaborates with business and technology stakeholders to connect content, data, expertise, and research assets through scalable knowledge management and information delivery solutions.

Qualifications

Education:

Master's degree in Library and Information Science (MLIS), Information Management, Knowledge Management, Information Systems, Data Science, Engineering, or a related discipline.

Equivalent combination of education and relevant professional experience may be considered.

Experience:

Minimum 5 years of progressively responsible experience in technical information management, library and information services, knowledge management, enterprise content management, or a related field.

Experience implementing information management technologies, enterprise search, content repositories, metadata frameworks, and governance practices within scientific, engineering, research, or technical organizations.

Skills/Knowledge:

Strong knowledge of information and knowledge management principles, including information architecture, taxonomy development, metadata management, content governance, and information lifecycle management.

Familiarity with enterprise search, analytics, semantic technologies, AI-enabled discovery tools, and modern digital content and knowledge-sharing platforms.

Excellent leadership, strategic planning, analytical, communication, and stakeholder management skills, with the ability to collaborate effectively across business, research, and technology organizations.
