Job summary

Palomar College in California seeks a Manager, Systems and Programming to lead day-to-day operations of information systems and programming services. You will coordinate budgets, contracts, HR and procurement, while providing hands-on support for student/HR/payroll/financial software ecosystems.

The role drives migration to the district's public cloud and champions cloud-native development practices, guiding teams and collaborating across divisions.

Qualifications

• Bachelor's degree in computer science or related field (equivalent acceptable).

Primary Function

Manages, plans, coordinates, and administers day-to-day operationalactivities for systems and programming services; assist in andperforms operations functions including planning, budget, oversightof contracts, coordinating with human resources, procurement andcustomer service; manages hands-on technical support for theDistrict's administrative Student/HR/Payroll/Financial softwareapplications and integration of other systems with thoseapplications; coordinates department functions and activities withother division staff, faculty and administration groups thatutilize related software systems; directs the migration of theDistrict's enterprise business applications to the District'spublic cloud environment and the adoption of cloud-nativedevelopment practices.

Salary

Salary: $11,785.72 [step 1] – $14,354.87 [step5]. Step placement may be negotiable within this rangedependent upon education and experience. Administrators who possessearned doctorates from accredited institutions are awarded anannual stipend of $1,842.81.

Minimum Qualifications

To be eligible for this position, you must meet and provide evidence of the following minimum qualifications:

Experience

Five years of information systemsand/or programming experience, including two years of supervisoryexperience.

• Note: For work experience, a "year" is defined as equivalent to 40 hours per week for 12 months. If the position requiressupervisory experience, the experience must be at a professional level (i.e. evaluation and/or discipline of staff).

Education

Equivalent to a bachelor's degree in computer science or a related field.

Transcripts must be included to receive credit for education and/or to substitute education in lieu of experience (i.e. Bachelor'sdegree = 4 years of experience). Only coursework completed at, and degrees awarded by, accredited institutions recognized by the U.S. Department of Education will be considered as satisfying the minimum qualifications. Coursework and degrees that are completed outside of the United States are required to have transcripts evaluated (evaluation to U.S.equivalency and a course by course analysis) by an appropriate U.S. credentials evaluation service.
