Job summary

NYISO in Rensselaer, NY is seeking a Manager, System Operator Training to lead the design, development, and evaluation of a coordinated training program for system operators and support personnel. The role ensures compliance with NERC, NPCC and NYSRC rules and maintains training facilities and staff.

The position requires a bachelor’s degree plus 10 years of related experience, with preference for advanced degrees in education or management.

Responsibilities

• Manage NYISO Operations Training participation in NPCC, IRC, NERC, and NATF working groups and committees.
• Develop and maintain Operator Training Procedures to ensure compliance with NERC, NPCC and NYSRC rules.
• Evaluate, select, and implement Learning Management Software which promotes efficiency across course development, course presentation, learner evaluation, maintenance of required records for audits, and provider certification with NERC.
• Select, develop, and manage trainers and engineers to support the NYISO Operator Training programs.
• Prepare administer and monitor Operator Training budget. Negotiate contracts as applicable.
• Maintain documentation and reporting on training needs and programs delivered, to assure compliance requirements.
• Plan and coordinate with NYISO Operating subcommittees and training initiatives.
• Direct simulation analysis in support of Grid Operations needs.
• Provide technical expertise to other departments within the NYISO and assist in Market Participant training activities.
• Direct development of training covering integration of processes, tools and displays into system operations.

The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

Manager, System Operator Training

The New York Independent System Operator (NYISO) applies cutting-edge technology to operating a reliable electricity system, managing competitive markets for wholesale electricity, and planning for the Empire State's energy future. The NYISO’s Operations department invites applications for a full-time Manager, System Operator Training.

SUMMARY:

The Manager, System Operator Training is directly responsible for developing, implementing and evaluating a coordinated training program for NYISO and Transmission Owner system operators as well as NYISO Operations Support Personnel to assure reliable interconnected system operation, in compliance with NERC, NPCC and NYSRC training requirements. This position is responsible for maintaining the facilities, applications, and staff required to support the various training programs.

ESSENTIAL DUTIES & RESPONSIBILITIES:

• Oversee the design, development, implementation, and evaluation of the NYISO Training programs in accordance with a Systematic Approach to Training (SAT).
• Develop training organization skills in instructional design, needs assessments, adult learning theory and training fidelity assessments.
• Acquire and maintain applications, tools, and facilities to provide realistic and professional training environment.
• Develop trainer and subject matter expert adult learning theory knowledge.
• Evaluate and propose innovative training experiences.
• Manage NYISO Operations Training participation in NPCC, IRC, NERC, and NATF working groups and committees
• Develop and maintain Operator Training Procedures to ensure compliance with NERC, NPCC and NYSRC rules.
• Evaluate, select, and implement Learning Management Software which promotes efficiency across course development, course presentation, learner evaluation, maintenance of required records for demonstration of compliance during audits, and submission of needed information to maintain provider certification with NERC.
• Select, develop, and manage competent and highly motivated trainers and engineers to support the NYISO Operator Training programs.
• Prepare administer and monitor Operator Training budget. Negotiate contracts as applicable.
• Maintain documentation and reporting on training needs and programs delivered, to assure NERC, NPCC and NYSRC compliance requirements.
• Plan and coordinate with NYISO Operating subcommittees and NERC, NPCC, IRC, and NATF training initiatives, including Human Performance.
• Direct simulation analysis in support of Grid Operations needs.
• Provide technical expertise to other departments within the NYISO and assist in Market Participant training activities as requested.
• Direct development of training covering integration of processes, tools and displays into system operations through participation of System Operator Training in projects impacting real time operations or operating tools. This may include developing business requirements, participating in product development and user acceptance testing (UAT), supporting final implementation and providing follow-up support.
• Evaluate training opportunities for non-grid operations NYISO employees to improve overall company knowledge.
• Oversee the design, development, implementation, and evaluation of Operations new hire training.

SUPERVISORY RESPONSIBILITIES

This position does possess supervisory responsibility and there are non-supervisory employees who report to this position.

EDUCATION

Bachelor’s degree required, preferably in education, engineering or technology. Master’s degree in education, Management or MBA preferred.

EXPERIENCE

• Ten years of related experience

CERTIFICATES, LICENSES, REGISTRATIONS

Facilitation, Training, or Teaching Certification preferred.

ADDITIONAL REQUIREMENTS

• Ability to read, analyze and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints. Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive presentations on technical topics to management and public groups.

• Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
• Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

• Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs.
