Essential Functions
  • Lead a Subcontracts Team of one to three Specialists, coordinating complex subcontract matters with emphasis on legal, compliance, and subcontract integration for the Subcontract Management Teams (SMTs).
  • Serve as the main focal point for the program on all major subcontract related activity, escalating issues to Supplier Senior Level management as needed and briefing internal executive management and the customer on status and issues related to supplier data rights assertions, specifically negotiated license rights, commercial item determination, and high visibility terms and conditions or master agreement negotiations.
  • Coach, grow, guide, and enrich the careers of the Subcontracts Specialists.
  • Support Subcontracts Specialists through all phases of the subcontract – from requests for proposal, contracting strategy, contract negotiation, contract administration, to contract closeout – ensuring contract acquisition and fulfillment comply with company policies, legal requirements, and customer specifications.
  • Act as the subject matter expert for subcontract activities relating to negotiating, interpreting, and implementing contract terms and requirements, including the compliant contractual implementation of data rights.
  • Advise management of contractual rights and obligations and perform independent research and analysis of complex and strategically important risks related to suppliers.
  • Coordinate with cross‑functional teams on complex issues and risks to develop and present appropriate mitigation plans to Supplier Management Teams and Leadership.
  • Coordinate with the Contracts team on proposed new or revised contract terms or requirements, facilitating flow‑down to Subcontracts Specialists and communicating any potential impacts or implications.
  • Identify and close knowledge gaps across all Subcontract Specialist levels by creating and presenting trainings on Government Purpose data rights, Specifically Negotiated License Rights (SNLR), Commercial Item Determination (CID), and Earned Value Management System (EVMS) compliance.
Basic Qualifications
  • Bachelor’s Degree with 4 years of experience, Master’s Degree with 2 years of experience, or High School Diploma/Equivalency with 8 years of combined experience in Subcontracts Management, Procurement, Program Management, Contracts Management, or Business Management.
  • Knowledge of FAR, DFARS, government contracting clauses, data rights negotiations, and commercial item determination.
  • Experience in Contracts or Subcontracts in the Aerospace and Defense industry.
  • Experience leading a team, process, and/or projects.
  • Experience with SAP or related purchasing software, Excel, PowerPoint, and MS Project.
  • Experience conducting oral presentations to executive leadership.
  • Ability to obtain and maintain a final adjudicated government Secret clearance and any program access required for the position within a reasonable period of time.
Preferred Qualifications
  • Juris Doctor or Master’s Degree specializing in Government Contracting.
  • Advanced subject matter expertise with FAR, DFARS, government contracting clauses, data rights negotiations, and commercial item determination.
  • Significant experience conducting oral presentations to senior leadership.
  • Working knowledge of Earned Value Management System (EVMS).
  • Previous CAM Experience or Training.
  • Internal Northrop Grumman Subcontracts experience coordinating with cross‑functional teams including Legal and Contracts.
  • Special Program Access.
  • Risk mitigation experience.
  • Negotiating skills with contracts or contract changes in excess of $100 million.
  • Change Management experience.

Salary Range: $104,500.00 – $156,700.00 (general guideline; actual offer may vary based on scope, responsibilities, and candidate experience, education, skills, and market conditions). Employees may be eligible for overtime, shift differential, discretionary bonus, and other incentives. Additional benefits include health insurance coverage, life and disability insurance, savings plan, company paid holidays, and paid time off (PTO) for vacation and/or personal business.
